دولت ملت سازی پیش نیاز توسعه ایران

دولت - ملت سازی به منزله فراگردی مدرن در توسعه پایدار، نقش بسزایی در ایجاد هویت و انسجام اجتماعی ایفا می‌کند. در دنیای امروز، کشورهای مختلف با چالش‌های متعددی مواجه هستند که از جمله آن‌ها می‌توان به تغییرات اقلیمی، نابرابری‌های اقتصادی و بحران‌های اجتماعی اشاره کرد. در این راستا، ایجاد یک ملت پایدار و همگرا نیازمند شناسایی و تقویت پیشران‌هایی است که می‌توانند به توسعه پایدار آن کشور کمک کنند. این مقاله به بررسی سناریوهای پیش رو در فرآیند دولت ملت‌سازی ایران خواهد پرداخت. این پژوهش با تحلیل عوامل موثر بر توسعه پایدار و شناسایی الگوهای موفق در کشورهای مختلف، به دنبال ارائه راهکارهایی برای تقویت آن در راستای توسعه پایدار کشور است. همچنین، به بررسی چالش‌ها و فرصت‌هایی که در این مسیر وجود دارد، پرداخته خواهد شد تا زمینه‌ساز تحولی مثبت در کشور گردد. هدف اصلی پژوهش بررسی این مسئله است که تحت تاثیر فضای سیاسی-اجتماعی، درجهت توسعه پایدار چه سناریوهایی برای نظام سیاسی کشور در آینده قابل تصور است؟ در این تحقیق از رویکرد آینده پژوهی و روش سناریونویسی پیتر شوارتز استفاده شده است. پس از بررسی عوامل و پیشرانهای تاثیرگذار، در نهایت 14 مولفه تاثیرگذار بر ملت‌سازی را با نظر خبرگان مستخرج و به بررسی روابط آن مولفه‌ها با رابطه دولت- ملت پرداختیم و سناریوهای محتمل را در قالب چهار ناحیه شناسایی شده، استخراج و ناحیه قرمز ناحیه بحران، ناحیه زرد ناحیه اخطار، ناحیه خاکستری ناحیه خلا و در نهایت ناحیه سبز را ناحیه مطلوب نامیدیم و بر آن اساس خط-مشی‌های مربوط به هر سناریوی محتمل پیشنهاد شدند

nation-building، as a key process in sustainable development، plays a significant role in creating identity and social cohesion. in today's world، different countries are facing numerous challenges، including climate change، economic inequalities، and social crises. in this regard، creating a sustainable and convergent nation requires identifying and strengthening the drivers that can contribute to the sustainable development of that country. this article will examine the upcoming scenarios in the nation-building process of iran. by analyzing the factors affecting sustainable development and identifying successful models in different countries، this research seeks to provide solutions to strengthen it in line with the country's sustainable development. it will also examine the challenges and opportunities that exist in this path in order to pave the way for positive change in the country. the main purpose of the research is to examine the issue of what scenarios for the country's political system in the future are conceivable under the influence of the socio-political environment for sustainable development? in this research، the futures study approach and peter schwartz's scenario writing method have been used. after examining the influential factors and drivers، we finally extracted 14 components affecting nation-building with the opinions of experts and examined the relationships of those components with the nation-state relationship. we extracted possible scenarios in the form of four identified areas and called the red area the crisis area، the yellow area the warning area، the gray area the vacuum area، and finally the green area the desirable area. based on that، we wrote policies related to each possible scenario.
