مروری نظام‌مند بر شراکت‌های دولتی خصوصی در ارائه خدمات سلامت: بررسی چارچوب مقررات تنظیمی دولت‌ها

هدف: دولت‌ها شراکت با بخش خصوصی را راهکاری کلیدی برای رفع چالش‌های ارائه خدمات سلامت در نظر می‌گیرند. با این حال، این شراکت‌ها با مشکلاتی همچون عملکرد ضعیف بخش‌ خصوصی و دولتی در چارچوب مقررات تنظیمی دولت‌ها مواجه‌اند. این پژوهش درصدد است به بررسی و شناسایی عوامل موثر در این زمینه بپردازد. هدف این مطالعه درک چالش‌ها و تعیین معیارهای کلیدی است که می‌توانند بر عملکرد شراکت‌ها تاثیر بگذارند.روش: این مطالعه در قالب یک مرور نظام‌مند توصیفی تحلیلی و با رویکرد کیفی در سال 2024 انجام شده است. برای این منظور، مقالات علمی منتشر شده بین سال‌های 2000 تا 2023 از پایگاه‌های داده‌ای اسکوپوس، وب آو ساینس و پاب‌مد، استخراج و تحلیل شدند.یافته‌ها: نتایج بررسی‌ها نشان داد عوامل موثر بر عملکرد شراکت‌های دولتی خصوصی در حوزه سلامت را می‌توان در شش مقوله اصلی شامل مفاد قرارداد، شفافیت، نقش حمایتی دولت، کنترل و نظارت، تسهیم منابع و انتقال ریسک طبقه‌بندی کرد.نتیجه‌گیری: نتیجه این پژوهش حاکی از آن است که ناکارآمدی در قوانین تنظیمی و نحوه اجرای آن‌ها، از موانع اصلی شراکت‌های دولتی خصوصی در حوزه سلامت است. برای بهبود این شراکت‌ها، پیشنهاد می‌شود دولت‌ها در تدوین و اجرای قراردادها، شفافیت بیشتری ایجاد کنند و نقش حمایتی خود را به سمت تسهیل‌گری و مدیریت ریسک موثر تغییر دهند. این تغییرات می‌تواند به افزایش بهره‌وری و کارایی شراکت‌ها در ارائه خدمات سلامت منجر شود.

a systematic review of pblic-private partnerships in providing health services: examining the framework of government regulations

objective: governments consider partnership with the private sector as a key solution to solve the challenges of providing health services. however, these partnerships face problems such as the weak performance of the private and public sectors within the framework of government regulations. this research examines and identifies the effective factors in this field and its purpose is to understand the challenges and determine the key criteria that can affect the performance of partnerships.method: this study was conducted as a systematic descriptive analytical review with a qualitative approach. for this purpose, scientific articles published between 2000 and 2023 were extracted and analyzed from scopus, isi/web of science and pubmed/medline databases.findings: the results of the investigation showed that the factors affecting the performance of public-private partnerships in the field of health can be classified into six main categories, including contract provisions, transparency, the government’s supporting role, control and supervision, resource sharing, and risk transfer.conclusion: the research indicates that inefficiency in regulatory laws and their implementation is one of the main obstacles of public-private partnerships in the field of health. in order to improve these partnerships, it is suggested that governments create more transparency in drafting and implementing contracts and change their supporting role towards facilitation and effective risk management. these changes can lead to increasing the productivity and efficiency of partnerships in providing health services.
