تحلیل جامعه‌ شناختی نظام خط ‌مشی ‌گذاری جمهوری اسلامی ایران

نظام خط‌ مشی ‎‌گذاری را از منظرهای متفاوتی می‌توان مورد بررسی و تحلیل قرار داد. یکی از این منظرها، منظر جامعه ‌شناختی است. در همین راستا، هدف این پژوهش، تحلیل نظام خط‌ مشی ‌گذاری جمهوری اسلامی ایران از منظر جامعه ‌شناختی است. برای رسیدن به این هدف از روش پژوهشی توصیفی- تحلیلی استفاده گردید؛ بدین گونه که پس از گردآوری داده‌ها با مطالعات کتابخانه‌ای و تحلیل آن‌ها، نظام خط‌مشی‌گذاری جمهوری اسلامی ایران توصیف و از منظر جامعه‌شناختی مورد تحلیل قرار گرفت. برای تحلیل جامعه‌شناسانه نظام خط‌مشی‌گذاری ج.ا.ا. نیز از یکی از پرکاربردترین نوع‌شناسی‌های جامعه‌شناسی یعنی تقسیم‌بندی جوامع به جوامع سنتی و جوامع مدرن استفاده شد. نتایج تحلیل جامعه‌شناسانه نظام خط‌مشی‌گذاری ج.ا.ا. حاکی از این است که این نظام به صورت همزمان هم ویژگی‌های ساختارهای  سنتی را دارد و هم ویژگی‌های ساختارهای مدرن و در صورتی چنین ترکیبی می تواند سودمند باشد که پیش برندگی مولفه های به کار رفته از سنت و مدرنیته در نظام خط‌مشی‌گذاری کشور در نظر قابل توجیه و در عمل نیز کارامد و اثربخش و قابل سنجش باشد؛ در غیر این صورت، وضعیتی غیرسنتی و کژ مدرن خواهد داشت و موجب تقابل‌های ناسودمند و کژکارکردهای آسیب زا در میان اجزاء نظام خط ‌مشی‌ گذاری کشور می‌گردد.

the system of policy making can be analyzed from different perspectives. one of these perspectives is the sociological view. in this regard, the aim of this research is to analyze the system of policy making in the islamic republic of iran from a sociological perspective. to achieve this goal, a descriptive-analytical research method was used. after collecting data through library studies and analyzing them, the policy-making system of the islamic republic of iran was described and analyzed from a sociological perspective. one of the most widely used sociological typologies, namely the classification of societies into traditional and modern societies, was also used for the sociological analysis of the policy making system of the islamic republic of iran. the results of the sociological analysis of irr's political decision-making system show that this system has both the characteristics of traditional structures and the characteristics of modern structures, and such a combination can be beneficial if the further development of the used components of tradition and modernity in the country's policy making system is justified. and in practice, it should be efficient, effective and measurable; otherwise, it will have a non-traditional and mal-modern situation and cause unprofitable confrontations and malfunctions between the components of the country's policy making system.
