برنامه‌ریزی و مدیریت توسعه نظام نوآوری و فناوری روستایی در منطقه سیستان

نظام نوآوری و فناوری در جریان توسعه نقش بسزایی را ایفاء می‌کند. از طرفی توسعه محصولات کشاورزی و شناسایی موانع اثر گذار بر آن یک موضوع فراگیر و ملی می باشد. پژوهش حاضر با هدف، برنامه‌ریزی، شناسایی و تبیین موانع اثرگذار بر توسعه نظام نوآوری فناورانه در منطقه سیستان با استفاده از تکنیک سلسله مراتبی فازی (fahp) موانع اثرگذار بر توسعه نظام نوآوری روستایی فناورانه شناسایی و رتبه بندی شدند. جامعه آماری شامل 40 نفر از خبرگان و کارشناسان جهاد کشاورزی منطقه سیستان می باشد و پرسشنامه ابزار اصلی جمع آوری داده ها بود، که روایی و محتوایی آن توسط خبرگان جهاد کشاورزی تاییدگردیده شد. نتایج مطالعه حاضر نشان دهنده اینست که موانع مربوط به برنامه ریزی کارآفرینی و شکل گیری با وزن نهایی (0.27) بیشترین تاثیر را داشته و موانع تحقیقاتی و توسعه ای، موانع قانونی و سیاست گذاری، موانع نوآورانه و فناورانه، موانع نهادی- ساختاری، موانع مالی- اعتباری و موانع ترویجی- آموزشی به ترتیب با وزن های 0.19، 0.15، 0.14، 0.13، 0.08 و 0.04 در اولویت بعدی قرار گرفته اند. در راستای توسعه نظام نوآوری فناورانه روستایی توصیه می شود، سازمان ها و نهادهایی برای تشویق و ترغیب کشاورزان منطقه سیستان به منظور کارآفرینی با توجه امکانات منطقه ایجاد گردد.

innovation and technology system plays s vital role in the development process. for this reason, the development of agricultural products and the identification of barriers affecting is a comprehensive and national issue. the purpose of this study was to identify and identify the barriers affecting the development of agricultural technological innovation system in sistan region using fahp technique. the statistical population consisted of 40 elits and experts of jihad-e-keshavarzi in sistan region. the main instrument for data collection was questionnaire, its validity and content was verified by experts of jihad-e-keshavarzi. the results of this study indicate that barriers to entrepreneurship and formation with weight (0.27) have the greatest impact, and research and development barriers, legal barriers and policy-making, innovative and technological barriers, institutional - structural, financial barriers - credit and educational barriers - with a weight of 0.19, 0.15, 0.14, 0.13, 0.08 and 0.04, respectively, are in the next priority. in order to develop the technological innovation system of agriculture, it is recommended that organizations and institutions must be established to encourage the farmers of the sistan region for entrepreneurship in accordance with the facilities of the region.
