طراحی الگوی توسعه‌ی اقتصادی - اجتماعی ایران با رهیافت فراترکیب

مفهوم توسعه از جنبه‌های گوناگون اقتصادی، اجتماعی، فرهنگی، سیاسی و در دهه‌های اخیر انسانی، زیست‌محیطی و پایدار قابل بررسی است. در پژوهش حاضر،، سعی شد تا با تلفیق رویکرد توسعه‌ی اجتماعی، مفهوم حق توسعه و رفاه اجتماعی با روش فراترکیب از  78 مقاله‌ی‌ تولید شده‌ی منتخب در پنج سال اخیر، الگو، شاخص و متغیرهای توسعه‌ی اقتصادی و اجتماعی ایران شناسایی شود. تعداد 44 الگو بدست آمد که غالباً به این موضوع می‌پرداختند که توسعه چیست و چه الزاماتی دارد؟ بعد از بررسی انواع الگوهای مطرح شده، الگوی مبتنی بر رفاه اجتماعی برنامه‌های پنج ساله، تشریح و ارتباط آن با سند چشم‌انداز و سیاست‌های اقتصاد مقاومتی بررسی گردید و روشن شد که مسئله‌ی اصلی در طرح الگوهای توسعه در ایران، اهداف، چشم‌انداز یا برنامه‌های توسعه‌ی اجتماعی و اقتصادی نیست، بلکه عملکرد و تحقق اجرای الگوی توسعه در کشور است. محوری‌ترین موضوع که همانا مفهوم حق توسعه است و ارتباط میان جامعه و حاکمیت را بیان می‌کند با بررسی شاخص توسعه‌ی انسانی به بحث گذاشته و نشان داده شد که اراده‌ای مبتنی بر مدیریت و برنامه‌ریزی کلان کارآمد برای مسیر توسعه وجود ندارد. در نتیجه، مشارکت جامعه در انتخاب مسیر توسعه و به دنبال آن ضمانت‌های قانونی و الزام‌های حقوقی برای تحقق یافتن برنامه‌ی زندگی افراد جامعه با آگاهی عمومی نسبت به حق توسعه مورد ادعا قرار گرفته است. حقی که جزئی از حقوق بشر و حقوق اساسی و به مانند آزادی، عدالت و برابری، بدیهی است.

designing a model of economic - social development of iran with metasynthesis approach

the concept of development can be examined in various aspects, economic, social, cultural, political, and in recent decades human, environmental and sustainability aspects. in this paper, it was tried to integrate the social development conception, the concept of the right to development and social well being, with the metesynthesis of 78 selected articles in the last five years to identify the pattern, indices and variables of the economic and social development of iran. there were 44 patterns, often referring to what development is and what requirements it would have. after reviewing the various models, the social well being pattern of the five year plans, its definition and connection with the vision document and metapolicies of resistive economy, was examined, and it became clear that the central question in the design of development patterns in iran was not aims, prospects or social and economic development plans, but the performance and achievement of the implementation of the development pattern in the country.the most central theme, the concept of the right to development, and the relationship between society and state, was discussed by studying the human development index, and it was shown that there was no efficient collective will for the course of development, and consequently, legal guarantees and legal obligations to the realization of the scheme of life of society, with the universal consciousness of the right to development, which is part of human rights and fundamental rights, as well as liberty, justice and equality have been claimed.
