شناسایی عوامل موثر بر استقرار اثربخش حکمرانی شبکه‌ای درکشور

پژوهش حاضر با هدف شناسایی عوامل موثر بر استقرار اثربخش حکمرانی شبکه‌ای در کشور انجام شده است. این پژوهش از نظر هدف کاربردی و از منظر شیوه گردآوری داده‌ها، توصیفی- پیمایشی می‌باشد. جامعه موردمطالعه در این پژوهش شامل 28 نفر از خبرگان دانشگاهی و حرفه‌ای آشنا با موضوع است که به‌‌صورت غیراحتمالی و قضاوتی انتخاب شدند. پس از تعریف موضوع و انجام مطالعات اکتشافی و کتابخانه‌ای اولیه، عوامل و مولفه‌های مربوط از طریق روش دلفی و توسط پرسشنامه محقق‌ساخته به نظر خبرگان رسید و پس از اخذ نظرات اصلاحی کیفی و کمّی از سوی ایشان بر اساس روش‌های آماری مربوط تحلیل و درنهایت تناسب مدل، مولفه‌ها و ترکیب عوامل به اجماع آنان رسید. در ادامه، تحلیل عاملی تاییدی هر یک از متغیرهای پژوهش توسط نرم‌افزار اسمارت پی ال اس 3 به‌‌‌صورت جداگانه برای هر متغیر انجام شد تا مشخص گردد که داده‌ها با یک ساختار عاملی معین هماهنگ هستند یا خیر. درنهایت، نتایج پژوهش نشان داد که سه دسته عوامل زمینه‌ای (شامل زیرساخت‌ها، منابع موردنیاز، شرایط و بستر شکل‌گیری و بازیگران دخیل)، عوامل محتوایی (شامل استراتژی‌ها، آمادگی درون‌سازمانی، آمادگی برون‌سازمانی، مدیریت شبکه، مشارکت و یکپارچه‌سازی و تفکر شبکه‌ای) و عوامل ساختاری (شامل ویژگی‌های شبکه و شکل شبکه) بر استقرار اثربخش حکمرانی شبکه‌ای در کشور موثر می‌باشند. در انتها نیز پیشنهادهایی با توجه به نتایج به‌دست‌آمده ارائه گردید.

identifying factors affecting the effective establishment of network governance in the country

the current research was conducted with the aim of identifying the factors affecting the effective establishment of network governance in the country. this research is descriptive-survey in terms of applied purpose and in terms of data collection method. the study population in this study includes 28 academic experts and professionals familiar with the subject who were unlikely and judiciously selected. after defining the subject and conducting exploratory studies and primary libraries, the relevant factors and components were considered by experts through the delphi method and by a researcher-made questionnaire. the components and the combination of factors reached their consensus. then, confirmatory factor analysis of each research variable was performed separately by smsrtpls3 software for each variable to determine whether the data are consistent with a certain factor structure. finally, the results showed that there are three categories of underlying factors (including infrastructures, required resources, conditions and platform of formation and actors involved), content factors (including strategies, internal and external organization preparation, network management, participation and integration and network thinking) and structural factors (including network characteristics and network shape) are effective in establishing network governance in the country. at the end, some suggestions were presented according to the obtained results.
