ادغام اقتصاد سبز و چرخشی، رویکرد نوین درآمد پایدار در شهر بیرجند

ارائه خدمات مختلف شهری برای پاسخگویی به نیازهای شهروندان در حیطه وظایف شهرداری ها است و از آنجا که اداره مطلوب شهرها نیاز به اعتبارات کافی دارد از این رو شهرداری ها جهت انجام وظایف خود بایستی از امکانات مناسب مالی، بخصوص درآمدهای پایدار برخوردار باشد. در این میان افزایش روزافزون شهرنشینی، تضعیف ظرفیت شهرهای آینده برای پایداری زیست محیطی و رشد اقتصادی آن ها را به دنبال دارد. بدین جهت مدل جدیدی از منابع درآمدی پایدار برای شهرداری ها نیاز است که ضمن حفاظت از محیط زیست، توسعه اقتصادی و اجتماعی را نیز به دنبال داشته باشد. بدین منظور برای غلبه بر چالش ها و موانع پیش روی شهرهای آینده، ادغام اقتصاد سبز و چرخشی به عنوان مفاهیم رایج در بحث های پایداری سطح کلان در حوزه های مختلف بسیار کارآمد خواهد بود. این مفاهیم شامل دستورالعمل های مختلفی برای تحقق اهداف اقتصادی، اجتماعی و زیست محیطی می باشد و استفاده از هر کدام از این مفاهیم به صورت جداگانه، راه حل جامعی را در راستای رفع مشکلات در بر نمیگیرد. پژوهش حاضر از نوع کاربردی بوده و با استفاده از روش کیفی با بررسی جامع درآمدهای شهرداری بیرجند طی سال های 1395-1399و با بهره گیری از تکنیک گلوله برفی و تفکر سیستمی ضمن شناسایی پیشران کمبود منابع مالی پایدار به عنوان مهم ترین عامل موثر بر افزایش درآمدهای ناپایدار شهرداری بیرجند در سال های اخیر، به ارائه ی رویکردهای نوین درآمدی بر مبنای ادغام اقصاد سبز و چرخشی در حوزه های کالبدی-فضایی، حمل و نقل، صنعت، زیرساخت و تاسیسات پرداخته است.

integrating green and circular economy: a novel approach to sustainable income in birjand

providing various urban services to meet the needs of citizens is one of the responsibilities of municipalities. as desirable management of cities requires sufficient funding, municipalities must access suitable financial resources, and in particular sustainable income, to carry out their duties. however, the increasing urbanization undermines the capacity of future cities for environmental sustainability and economic growth. therefore, a new model of sustainable income source is required for municipalities that not only protects the environment, but also promotes economic and social development. to overcome the challenges and obstacles faced by future cities, the integration of green and circular economy as common concepts in macro-level discussions on sustainability in various fields will be very effective. these concepts include various guidelines for attaining economic, social, and environmental goals, and using each of them in isolation does not provide a comprehensive solution to address the problems. this applied study comprehensively examines revenues of birjand municipality during 2016 to 2020, and using a qualitative method, snowball sampling, and systematic thinking seeks to identify the shortage of sustainable financial resources as the most influential factor in the increase of unsustainable revenues of birjand municipality in recent years. finally, this paper presents innovative revenue approaches based on the integration of green and circular economy in physical-spatial areas, transportation, industry, infrastructure, and facilities.
