امروزه پذیرش تکنولوژی‌های جدید به دولت‌ها کمک می‌کند تا هر چه کاراتر خدمات دولتی را بصورت دیجیتالی و الکترونیکی به شهروندان ارائه دهند. دولت الکترونیک مشخصه ای از خدمات دولتی دیجیتال و تکنولوژی محور است که با رشد نقش فناوری اطلاعات و مشخصه‌‌های جدید در جوامع اطلاعاتی و دانش‌مدار به‌وجود آمده و می‌کوشد نقش پویای حاکمیت را در چنین جوامعی نشان دهد. دولت الکترونیک گامی بزرگ و مهم برای پیشبرد ارتباط‌ات بین المللی است و به عنوان یکی از زیرمجموعه‌های فناوری اطلاعات، دولتها را قادر ساخته است تا اطلاعات و خدمات را به طور کارآمد در حداقل زمان و با کمترین هزینه با استفاده از فناوری های مدرن، ارائه دهند. همچنین به افراد تسهیلات لازم جهت دسترسی مناسب به اطلاعات و خدمات دولتی، اصلاح کیفیت خدمات و ارائه فرصت‌های گسترده تر با هزینه کمتر و اثربخشی بالاتر را برای مشارکت در فرایندها و نهادهای مردم سالار اعطا می‌کند. با توجه به اهمیت خدمات دولت الکترونیک به‌عنوان محرکی در ایجاد تحولات اجتماعی و فرهنگی، در این مقاله قصد داریم چشم اندازها، دستاوردها و فرصتهائی که بهره گیری از خدمات دولت الکترونیک ایجاد می نمایند را به همراه چالشها و مسائل پیش روی استقرار دولت الکترونیک در جوامع بررسی نمائیم.

today, the adoption of new technologies helps governments to provide digital and electronic government services to citizens as efficiently as possible. electronic government is a characteristic of digital and technology-oriented government services that has emerged with the growth of the role of information technology and new characteristics in information and knowledge-based societies and tries to show the dynamic role of governance in such societies. electronic government is a huge and important step to advance international communication and as one of the subsets of information technology, it has enabled governments to provide information and services efficiently in the minimum time and at the lowest cost using modern technologies. . it also grants people the necessary facilities for proper access to government information and services, improving the quality of services and providing wider opportunities with lower cost and higher effectiveness to participate in democratic processes and institutions. considering the importance of e-government services as a driver in creating social and cultural changes, in this article we intend to examine the achievements and opportunities created by the use of e-government services along with the challenges and issues facing the establishment of e-government in societies.
