بررسی مولفه های شایستگی خط مشی گذاران در حوزه امنیت

هدف : بررسی مولفه های شایستگی خط مشی گذاران در حوزه امنیت . روش شناسی پژوهش : پژوهش کیفی با روش نمونه گیری هدفمند انجام شد. 16 نفر از کارشناسان خبره در تدوین خطمشی های حوزه امنیت به صورت مصاحبه نیمه ساختار شرکت کردند. تحلیل داده ها با استفاده از روش داده بنیاد (grounded theory) شامل کد گذاری باز، محوری و انتخابی به روش استراوس و کوربین و مدل پارادایمی انجام شد .یافته ها : از تحلیل داده ها، 198 کد مفهومی استخراج و در قالب 71 مقوله محوری و 17 کد انتخابی در 6 مولفه اصلی طبقه بندی شدند: 1 - مقوله های محوری توانمندسازی، تخصص، حفاظت از زیرساختهای امنیتی 2 - شرایط علی )تعامل و ارتباطات، مشورت پذیری، استفاده از تجارب نخبگان 3 - راهبردها منزلت افزایی به سرمایه مردمی،بهره گیری از مهارتها و استعدادهای برتر، استفاده از تفکرات فراسازمانی 4 - شرایط زمینهای )اخلاقمداری وبی طرفی 5 - شرایط مداخله گراعتقاد و التزام به مسائل امنیتی، باور و نگرش دینی 6 - پیامدها ارتقا جایگاه مسائل امنیتی، وفاداری سازمانی، تغییر نگرش .اصالت / ارزشافزوده علمی : این پژوهش با توجه به ظهور جنگ های نوین و چالشهای امنیتی فراگیر، اهمیتشایستگی خط مشی گذاران امنیتی را در تضمین اقدامات احتیاطی ملی و بینالمللی برجسته می کند و ابعاد استخراج شده می تواند ضامن پیشرفت حوزه های امنیتی باشد

examining the competency components of policy-makers in the field of security

government policy in the field of security is one of the most important political strategies that protects a society against internal and external risks and provides public satisfaction. therefore، the competence of policy makers and policy makers in making security decisions is one of the most important tools to achieve this goal. in this regard، this article has been done with the aim of presenting a model of competence of policy makers in the field of security. for this purpose، through a mixed exploratory study (qualitative and quantitative) that used basic data theory as a qualitative approach and descriptive-survey method as a quantitative approach، from the statistical population of security policymakers in chaharmahal and bakhtiari provinces of isfahan. and expert experts with at least 10 years of work experience، 16 people were selected as a sample in a purposeful way، and first، by conducting a semi-structured interview، their opinions about the competencies of policymakers were collected، coded and qualitatively analyzed. in the second stage، questions were extracted from the listeners' interview opinions and after confirming the validity and reliability above 0.70، the questionnaires were completed and collected and analyzed by the second statistical sample. the results of the qualitative part of this research indicate that from the point of view of security policy makers، the necessary competencies for policy making in order of importance
