a critical examination of deterministic interpretations of verse 24 of surah al-anfal: elucidating the concept of haylulah and its relation to divine justice and free will

Abstract    objective: verse 24 of surah al-anfal, commonly known as the verse of haylulah because of the key expression anna allaha yahulu bayna al mari wa qalbih (god intervenes between a person and his heart), has long been a major subject of debate in qur'anic exegesis, particularly regarding determinism and free will. the central question is how divine interposition between the human being and the heart can be reconciled with human freedom and moral responsibility. this study examines and critiques the assumptions of deterministic readings, which construe haylulah as the negation of human agency, and clarifies the term's meaning and its relation to divine justice and human free will.method: this research adopts a descriptive analytical method with a comparative approach. it critically analyzes the assumptions of deterministic interpretations, especially within sunni theological and exegetical traditions, and compares them with shii theological and hadith based foundations, with particular emphasis on the views of allamah tabatabai.results: a careful lexical analysis of key terms (haylulah, mar, qalb), attention to the verse's context, recourse to the qur'ans definitive passages, and reliance on sound narrations from the ahl al bayt collectively undermine deterministic interpretations. by contrast, the agency affirming reading consistent with shii premises understands divine haylulah not as removing human volition, but as expressing god's absolute ontological and epistemic proximity and sovereignty over the human being, his wise governance of the heart, and his role in guidance, granting success (tawfiq), and safeguarding human fitrah.conclusion: a correct interpretation of the verse of haylulah does not conflict with human free will. rather, while affirming divine sovereignty and lordship, it secures human agency and moral accountability and offers a balanced account of the ontic (takwini) and normative (tashrii) relationship between human beings and god, consistent with divine justice.
