Abstract
objective: this study aims to examine the structure and functioning of mints during the safavid period and to explain the process of minting gold and silver coins by the central government and copper coins by provincial governors. it also seeks to analyze the causes and underlying factors of fraud and counterfeiting in coin minting and to assess their impact on the monetary and economic system of the period.method: this research employs a combined approach using a historical analytical method. the data were collected through field examinations of coins and minting sites, as well as through the study and analysis of library sources and historical documents. the collected data were then analyzed within a historical and analytical framework.results: the findings indicate that from the beginning of shah ismail's reign to the end of the safavid dynasty, changes occurred in the quantity, metal composition, weight, function, type, and even the names of coins, largely depending on access to precious metals. efforts by some safavid rulers to change the minting technique from the traditional hammered and manual method to a rotary and mechanical system, intended to increase both the quantity and quality of coin production, were largely unsuccessful. moreover, the deliberate minting of debased or underweight coins by certain rulers and state officials, along with the use of similar dies for both gold and silver coins, created favorable conditions for counterfeiting and fraudulent practices.conclusion: the findings of this study indicate that counterfeiting and forgery in safavid coinage constituted a relatively common and, to some extent, unavoidable phenomenon. this situation was not only the result of technical shortcomings in the minting process and the failure to modernize minting techniques, but also stemmed from the administrative and political structure of the safavid state. the deliberate reduction of the fineness and weight of coins by certain rulers and government officials, the absence of effective oversight, the lack of consistent prosecution and punishment of counterfeiters, and the prevalence of bribery all contributed to undermining the credibility of the circulating currency and to the instability of the monetary system during this period.
