ارزیابی پایداری مدیریت پروژه طرح‌های خدمات شهری با رویکرد دانش مدیریت پروژه (pmbok) (مطالعه موردی: شهرساری)

امروزه با توجه به پیچیدگی مسائل شهری علاوه بر جنبه ساختی و فیزیکی، توجه به نیازهای فرهنگی و اجتماعی از ضروریات انکارناپذیر پروژه های عمران شهری بوده و به علت حجم گسترده کار، جهت هدایت درست پروژه ها، نیازمند مدیریت پروژه یعنی به کارگیری دانش، مهارت ها، ابزارو تکنیک های مرتبط با فعالیت ها، جهت تامین نیازمندی ها و در نهایت اجرای موفق پروژه با در نظرگیری اصول مدیریت هستند؛ لذا در این پژوهش، با روش توصیفی- تحلیلی و بهره گیری از مطالعات کتابخانه ای، میدانی(ابزار پرسشنامه براساس مدیریت دانش پروژه و طراحی با طیفلیکرت) و استفاده از مدل تصمیم گیری چند معیاره(دیمتل فازی)، جهت تجزیه و تحلیل یافته ها، مدیریت پروژه طرح های خدمات شهری در 9 حوزه(یکپارچگی، زمان، هزینه، محدوده، ریسک، کیفیت، منابع انسانی، تدارکات و ارتباطات) مورد ارزیابی قرار گرفته اند. نتایج نشان می دهد که در 18 پروژه اجرایی خدمات شهری طی سال های 98-99 مدیریت ریسک پروژه با بالاترین میانگین (2/91) در بهترین وضعیت و مدیریت زمان با میانگین (2/12) در بدترین وضعیت خود قرار داشته اند. در نتیجه مدیریت زمان با انحراف نسبی 47 به عنوان اولویت اول برای تغییر، شناسایی میشود.همچنین نتایج حاصل از دیمتل فازی نشان داد که مدیریت یکپارچه و مدیریت زمان به ترتیب جز اثرگذارترین و اثرپذیرترین شاخص ها در مدیریت پروژه های خدمات شهری در شهر ساری هستند.

assessing the sustainability of project management of urban service plans with the approach project management body of knowledge (pmbok) (case study: sari city)

considering the current complexity of urban issues, as well as the structural and physical aspects, the attention to the cultural and social needs in urban development projects posits irrefutable requirements; and for the sheer volume of the work and for the project to be properly directed, the project management, that is, the application of knowledge, skills, tools and techniques related to project activities to meet project requirements and ultimately successful implementation of project through leveraging management principles is required. therefore, in this research, with descriptive-analytical method and using library and field studies (questionnaire tool based on project knowledge management and design with likert scale) and the use of multi-criteria decision making model (fuzzy dimatel) the project management of urban service plans have been evaluated in 9 areas (integrity, time, cost, scope, risk, quality, human resources, procurement and communication). the results show that in 18 implementation projects of urban service plans during the years 98-99. project risk management with the highest average (2.91) was in the best situation and time management was in the worst situation with an average (2.12). as a result, time management with a relative deviation of 47 is identified as the first priority for change. also, the results obtained from dimatel fazzy showed that integrated management and time management are among the most effective indicators in project management of urban service plans in sari city.
