عوامل موثر در تحقق‌پذیری اهداف طرح‌های توسعه روستایی شهرستان زابل

در فرایند توسعه روستاهای شهرستان زابل، برنامه ریزی توسعه روستایی در قالب برنامه ها و طرح ها، مقوله مهم و موثری است و تحقق اهداف توسعه در فضاهای روستایی رابطه مستقیمی با فرایند برنامه ریزی برای تحقق اهداف این طرح ها دارد. لازمه دستیابی به این هدف، شناسایی عواملپیش برنده و بازدارنده موثر در تحقق پذیری اهداف طرح های توسعه روستایی است. با توجه به اهمیت این موضوع، هدف پژوهش حاضر، تحلیل عوامل پیش برنده و بازدارنده موثر در تحقق پذیری اهداف طرح های توسعه روستایی شهرستان زابل است. پژوهش حاضر از نظر هدف، کاربردی و ازنظر روش، توصیفی- تحلیلی و ابزار داده ها و اطلاعات پرسشنامه محقق ساخته بوده است. برای تجزیه و تحلیل داده ها و اطلاعات از تحلیل عامل اکتشافی استفاده شد. نتایج پژوهش گویای آن بود که عوامل موثر در تحقق پذیری اهداف طرح های توسعه روستایی شهرستان زابل شامل پنجعامل مدیریتی، اقتصادی، اجتماعی، کالبدی و طبیعی هستند. نتایج پژوهش نشان داد که عامل اقتصادی به عنوان مهمترین عامل پیش برنده تحقق اهداف طرح های توسعه روستایی و عامل کالبدی به عنوان مهمترین عامل بازدارنده تحقق این اهداف در شهرستان زابل هستند. به عبارت دیگر، توسعه روستایی در منطقه (قابل تعمیم به کل کشور) وابسته به عامل اقتصادی است کهنقش مهمی در توسعه روستایی و از عوامل مهم پیش برنده و تحقق پذیری اهداف طرح های توسعه روستایی بوده است.

rural development planning in programs and plans format is an important and effective component in the rural development in zabul county and the realization of development objectives in rural areas has a direct relationship with the planning process to achieve the goals of these plans. to achieve this goal, it is necessary to identify the effective promoting and hindering factors in the realization of the goals of rural development plans. considering the importance of this subject, this study aimed to analyze the promoting and inhibiting factors effective in the realization of the goals of the rural development plans of zabul county. the present study is applied research with a descriptive-analytical approach and data and information tools were researcher-made questionnaires. exploratory factor analysis was used to analyze data and information. the results of the research showed that the effective factors in the realization of the objectives of the rural development plans of zabul county include five managerial, economic, social, physical, and natural factors. the results of the research showed that the economic factor is the most important in promoting the realization of the objects of rural development plans and the physical factor is the most important factor hindering the realization of the objects of rural development plans in zabul county. in other words, rural development in the region (can be generalized to the whole country) is dependent on the economic factor; this factor plays an important role in rural development and has been one of the important factors in promoting and realizing the goals of rural development plans.
