رتبه بندی مدل‌های عملیاتی بین المللی صکوک متناسب با نیازهای صنعت فولاد

تامین مالی طرح‌های کلان بخش فولاد به سرمایه زیادی نیاز دارد، جهت جذب منابع سرمایه گذاران مسلمان و غیر مسلمان داخلی و خارجی، ناچار به توسعه و تنوع در طراحی و به کار گیری انواع ابزارهای تامین مالی است که هم منطبق با اصول شریعت باشد و هم توجیه اقتصادی و مالی داشته باشد. مدل‌های مختلف صکوک در عرصه بین المللی می‌تواند راهگشای تامین مالی صنایع مختلف از جمله صنعت فولاد شود. صنعت فولاد با توجه به زیر ساختی بودن آن از یک طرف و ظرفیت‌ها و طرح‌های توسعه فراوان همواره نیازمند تامین مالی پایدار و متناسب از بازار پول و سرمایه است. هدف اصلی تحقیق حاضر شناسایی نیازهای صنعت فولاد و رتبه بندی مدل‌های عملیاتی صکوک متناسب با نیازهای آن صنعت است. در ابتدا براساس روش دلفی عوامل موثر بر تامین مالی در صنعت فولاد استخراج شد که از جمله عوامل موثر می‌توان به عوامل اقتصادی، عوامل مرتبط با شهرک‌های صنعتی و عوامل دولتی اشاره کرد. جامعه آماری تحقیق جهت شناسایی شاخص‌ها و اجرای روش دلفی، 10 نفر از خبرگان صنعت فولاد می‌باشد. برای تحزیه و تحلیل اطلاعات از روش anp فازی استفاده شده است. مطابق با نتایج صکوک اجاره محض با وزن نرمال 0/128 از بیشترین اولویت برخوردار است. صکوک ضمنی در اولویت دوم قرار دارد و صکوک قابل باز خرید در اولویت سوم قرار دارد.
