بررسی روند نابرابری درآمد استانی و اثر تخصیص اعتبارات بودجه استانی بر آن

پدیده نابرابری منطقه‌ی و بروز آن در دهه‌های اخیر، سیاست‌ مداران و برنامه‌ریزان بخش اقتصادی را بر آن داشت، در خصوص کاهش نابرابری مسئولیت‌های مناسب‌تری را برای دولت‌ها تعریف نمایند. براین اساس محاسبه نابرابری‌ها و شناسایی عوامل موثر بر نابرابری درآمدی منطقه‌ای و اتخاذ سیاست‌های کارا از سوی برنامه‌ریزان جهت بهبود تعادل و توازن بین مناطق از اهمیت فوق‌العاده‌‌ای برخوردار است. بنابراین در این تحقیق با استفاده از روش اقتصاد‌سنجی حداقل مربعات کاملاً اصلاح‌شده به تخمین مدل نابرابری درآمد استانی طی دوره (1384-1397) استان‌های ایران پرداخته‌ شده است. نتایج تحقیق نشان می‌دهد در بلندمدت نابرابری در تخصیص اعتبارات هزینه‌های جاری استانی، اعتبارات تملک دارایی‌های سرمایه‌ای استانی و درنهایت تخصیص اعتبارات کل بودجه استانی، نابرابری توزیع درآمد استان‌ها را تشدید می‌کند. همچنین افزایش رونق اقتصادی در کشور، نابرابری بین مناطق را کاهش می‌دهد هرچند افزایش نرخ تورم این نابرابری را افزایش می‌دهد. بنابراین سیاست‌گذاران اقتصادی جهت کاهش شکاف نابرابری درآمدی میان استان‌های ایران علاوه بر رونق اقتصادی و کنترل نرخ تورم می‌بایست در تخصیص اعتبارات بودجه‌ای میان استان‌ها، میزان نابرابری موجود را کاهش دهند.

investigating the trend of provincial income inequality and the effect of allocating provincial budget funds on it

the phenomenon of regional inequality and its occurrence in recent decades has prompted policymakers and economic planners to define more appropriate responsibilities for governments to reduce inequality. therefore, calculating inequalities and identifying the factors affecting regional income inequality and adopting effective policies by planners to improve the balance between regions is extremely important. therefore, in this study, using the fully modified least squares econometric method, the model of provincial income inequality during the period (2005-2008) of the provinces of iran has been estimated. the results show that in the long run, inequality in the allocation of funds for provincial current expenditures, appropriations for the acquisition of provincial capital assets, and finally the allocation of funds for the entire provincial budget, intensifies inequality in the distribution of income of provinces. increasing economic prosperity in the country also reduces inequality between regions, although increasing inflation enhances this inequality. therefore, in addition to economic prosperity and controlling inflation economic policy makers should reduce the existing inequality in the allocation of budget funds between the provinces in order to reduce the income inequality gap between the provinces of iran.
