بررسی آثار توزیعی اعتبارات ناشی از درآمد حاصل از صادرات نفت در استان ‌های مختلف ایران

توزیع عادلانه درآمد و کاهش فقر در کلیه مکاتب اقتصادی و سیاسی، از اهمیتی بسیار بالایی برخوردار است. دین اسلام نیز برای تحقق عدالت اجتماعی توجه ویژه‌ قائل است؛ به ‌نحوی‌ که قرآن کریم یکی از دلایل مهم ارسال پیامبران و نزول کتب آسمانی را برپایی قسط بر شمرده است. براین‌اساس، تحقیق حاضر با استفاده از داده‌های آماری استان‌های ایران براساس روش داده‌های تابلویی، اثر درآمد سه‌درصدی نفت تخصیصی به استان ها را بر توزیع درآمد بین دهک های درآمدی (ضریب جینی)، مورد بررسی قرار داده است. نتایج نشان می‌دهد تخصیص درآمد سه‌درصدی نفت بر ضریب جینی استان های ایران تاثیر‌‌ معنی‌داری دارد. به این مفهوم که تخصیص و دادن اختیار هزینه اعتبارات درآمد سه‌درصدی نفت توسط شورای برنامه‌ریزی و توسعه استان های کشور موجب کاهش نابرابری و توزیع متوازن درآمد در جامعه می‌شود. همچنین از نتایج دیگر این تحقیق اثر معنی‌دار بهره‌وری‌ نیروی کار و تولید ناخالص داخلی سرانه، بر کاهش شکاف طبقاتی است. ازآنجاکه کاهش نابرابری درآمد، از مسئولیت‌های مهم دولت است، سیاست‌گذاران اقتصادی می‌باید جهت نیل به این هدف، به ارتقای مهارت‌های نیروی انسانی با آموزش‌های مناسب جهت افزایش بهره‌وری نیروی کار و جهت‌دهی درآمدهای نفتی به سرمایه‌گذاری‌های مولد و اشتغال‌زا توجه جدی نمایند.

investigating the distributive effects of credits from oil export revenues in different provinces of iran

fair distribution of income and poverty reduction in all economic and political schools are of great significance. in  a way that the holy quran has considered the establishment of equality as one of the important reasons for sending prophets and the revelation of divine books.accordingly, the present research investigates the effect of three percent oil revenue allocated to the provinces on income distribution among income deciles (gini coefficient). the results indicate that the allocation of three percent oil revenue has a significant effect on the gini coefficient of the iranian provinces.in the sense that allocating and authorizing credits costs of three percent oil revenue by the provincial planning and development council decrease the inequality and balanced distribution of income in society. another result of this study is the significant effect of labor productivity  and gdp per capita on reducing the social inequality.since reducing income inequality is one of the important responsibilities of the government, to achieve the goal,economic policy makers should pay serious attention to improving human resource skills with appropriate training to increase labor productivity and direct oil revenues to productive and job-creating investments.
