ارائه الگوی برنامه ریزی اقتضایی بر پایه سناریو و پابرجایی راهبردها برای مواجهه با بحران

مواجهه با بحران‌ ها، از دیدگاه پیش‌ نگرانه، همواره یکی از دغدغه‌های پژوهشگران علوم ‌راهبردی و آینده‌نگاری بوده است، بنابراین، مسئله پژوهش را  این‌گونه می‌توان بیان نمود که تعامل و تلاقی برنامه اقتضایی و آینده پژوهی برای پاسخ به بحران ها چگونه است و درهمین‌ راستا هدف کلی از انجام پژوهش دستیابی به ارائه نگاه بدیل‌محور و با استفاده از ابزارهای آینده‌نگاری جهت رسیدن به الگویی اقتضایی برای پاسخ به بحران‌هاست. راهبرد تحقیق حاضر در چارچوب پژوهش‌های کیفی و از نوع کاربردی می‌باشد  و باتوجه‌به عدم بسط دانش موجود در موضوع مدنظر، از شیوه کتابخانه ای بهره جسته شد. روش انجام این پژوهش مرور نظام‌مند است، روند انجام مرور نظام‌مند در این پژوهش، برمبنای راهنمای اوکولی و شابرام (2017) است. همچنین به‌منظور بررسی جامع و انتخاب درست مقالات، از فرایند انتخاب مقالات در پژوهش سیلوا (2015) استفاده شده است. یافته های پژوهش براساس پاسخگویی به سوالات مرور نظام‌مند 54 مقاله منتخب، تالیف شد؛ بدین‌صورت که در هفت بخش تحت عنوان های: فراوانی مقالات، پراکندگی مقالات در مجلات، روش‌های به کارگرفته‌شده در پژوهش ها، زمینه کاربرد، کشور ها، مقالات با بیشترین استناد و نویسندگان با بیشترین استناد، گردآوری شدند. این یافته ها به الگویی شش‌مرحله ای اقتضایی با رویکرد پابرجایی راهبردها و سناریونگاری منتج شده است که مراحل آن عبارتند از: سناریو، راهبرد واکنش، طرح اجرا، طرح عملیاتی پشتیبان، طرح اقتضایی و بودجه.

designing a contingency plan on the basis of scenario and consistency of strategies for confronting the crises

from a forecasting view, confrontation with crises has always been an important concern of researchers in strategic and futuristic sciences. the research question, therefore, can be expressed as how the interaction and intersection of contingency plan and futurology can respond to crises. the purpose of this research is, thus, to provide an alternative perspective using foresight tools to achieve a contingency model for addressing crises. the strategy of this research involves the framework of qualitative and applied research. due to the deficiency of knowledge regarding the subject, the library method is employed. this research follows systematic review on the basis of okoli and shabram guide (2017). in addition, in order to have a comprehensive review and select the proper articles, the selection process of silva (2015) was used. the findings were classified based on the answers to the systematic review questions of 54 selected articles. that is, they were classified in seven sections called, frequency of articles, distribution of articles in journals, methods used in research, field of application, countries, and articles with the most citations and authors with the most citations. these findings led to a six-stage contingency model with a sustainable approach of strategies and scenario writing. the stages are as follows: scenario, response strategy, implementation plan, supporting action plan, contingency plan and budget.
