طراحی مدل آینده‌نگاری راهبردی به منظور پیاده‌سازی بیانیه گام دوم انقلاب اسلامی

هدف از این مقاله ارائه مدلی است که بتواند بیانیه گام دوم انقلاب اسلامی را به اسناد برنامه‌ای کشور مرتبط نموده و زمینه برای پیاده‌سازی آن را فراهم کند و برای این منظور از ادبیات نظری مدل‌های آینده نگاری راهبردی استفاده شده تا یک مدل برای پیاده سازی بیانیه بومی‌سازی گردد.بدین منظور مدل اولیه به کمک مطالعات اسنادی و کتابخانه‌ای طراحی شده و سپس با استفاده از مصاحبه و پرسش‌نامه خبرگانی، تاب آوری مدل در ابعاد مختلف مورد سنجش قرار گرفته است.مدل نهایی بدین صورت به دست آمده است که بایستی براساس بیانیه گام دوم، رویکردهای کلان آینده‌پژوهانه استخراج و سپس چارچوب‌های شناختی – هنجاری گام دوم انقلاب به دست آید. در ادامه سند الگوی اسلامی ایرانی پیشرفت مبتنی بر آن بازنویسی شده و چشم اندازهای کلان و ملی (یا بخشی) بر اساس این سند و در افق‌های زمانی کمتر از 40 سال تدوین گردد. ذیل این چشم اندازها فرآیند دیدبانی راهبردی اجرا شده و در انتها اسناد سیاستی جهت پیاده‌سازی تولید می‌گردد.برای پیاده سازی سند گام دوم می‌بایست ابتدا تمام سند به برخی موضوعات کلان ملی شکسته شده و سپس برای هر موضوع، اسناد سیاستی کشور (مانند الگوی اسلامی ایرانی پیشرفت) اصلاح و تدوین شده و سپس اسناد خردتر مانند چشم انداز، راهبردهای کلان، اسناد سیاستی و... تدوین گردد.

the purpose of this article is to present a model that can relate the statement of the second step of the islamic revolution to the program documents of thecountry and provide the basis for its implementation, and for this purpose, the theoretical literature of strategic foresight models has been used as a model for theimplementation of the native statement. be madefor this purpose, the initial model has been designed with the help of documentary and library studies, and then using expert interviews and questionnaires, the resilience of the model has been measured in differentdimensions.the final model has been obtained in such a way that based on the statement of the second step, macro-futuristic approaches should be extracted and then the cognitive-normative frameworks of the second step of the revolution should be obtained. then, the document of the iranian islamic model of progress based on it will be rewritten, and macro and national (or partial) perspectives will be compiled based on this document and in time horizons of less than 40 years.under these perspectives, a strategic monitoring process is implemented and at the end, policy documents are produced for implementation.in order to implement the second step document, first the whole document should be broken into some macro national issues and then for each issue, the country's policy documents (such as the iranian islamic model of progress) should be modified and compiled, and then smaller documents such as vision, macro strategies, policy documents and... be compiled.
