حکمرانی محیط‌زیست و کارآمدی دولت در ایران

محیط‌زیست، یک سیستم پیچیده است و تحت تاثیر متغیرهای زیادی است و این متغیرها غیرقابل‌پیش‌بینی هستند. پیچیدگی‌ها و متغیرهای غیرقابل‌پیش‌بینی مسائل محیط زیستی در مرحلۀ عمل مشخص می‌شوند. پیچیدگی مسائل زیست‌محیطی وقتی‌که با منافع، امنیت، قدرت و سیاست پیوند می‌خورند، بیشتر می‌شود. بدین ترتیب، راه‌حل فنی در سیاست‌گذاری نمی‌تواند ریسک حاصل از محیط‌زیست را برای جامعه کاهش دهد، بلکه همان‌طور که نظریه الریش بک به ما نشان می‌دهد ابعاد اجتماعی محیط‌زیست بسیار دارای اهمیت است و به‌نوعی محیط‌زیست امری اجتماعی و سیاسی است. بدین‌ترتیب، یافته‌های تحقیق در پاسخ به این سوال که میزان ریسک در محیط‌زیست ایران چگونه است و چه تاثیری بر کارآمدی دولت دارد؟ به‌خوبی نشان می‌دهد که محیط‌زیست ایران، پیچیده، چندبعدی و با ریسک بالا است. از این رهگذر محیط‌زیست، با سیاست به‌طور اعم و با کارآمدی دولت به‌طور اخص پیوند نزدیکی دارد و فقدان حکمرانی فعال در این حوزه می‌تواند کارآمدی دولت را تحت‌تاثیر قرار دهد. این تحقیق با روش تحلیلی- توصیفی و داده‌های ثانویه؛ بانک جهانی، وزارت نیرو، وزارت جهاد کشاورزی، سیستم اطلاعات us، گزارش آماری bp و ترازنامه انرژی، با استفاده از نظریه «جامعه در آغوش خطر» الریش بک به بررسی وضعیت محیط‌زیست ایران پرداخته است.

the environment is a complex system and is affected by many variables and these variables are unpredictable. the complexities and unpredictable variables of environmental issues are identified in the action phase. the complexity of environmental issues increases when they are linked to interests, security, powerand politics. in this way, the technical solution in policymaking cannot reduce therisk of the environment for the society, but as elrich beck's theory shows us, thesocial dimensions of the environment are very important and in a way theenvironment is a social and political matter. thus, the findings of the research inresponse to the question of what is the level of risk in iran's environment and whateffect does it have on the efficiency of the government? it clearly shows that iran'senvironment is complex, multidimensional and high risk. in this way, theenvironment is closely related to politics in general and government efficiency inparticular, and the lack of active governance in this area can affect thegovernment's efficiency. this research with descriptive analytical method andsecondary data, the world bank, the ministry of energy, the ministry ofagricultural jihad, the us information system, the bp statistical report and theenergy balance sheet, using the theory of society in the embrace of danger byal-rish bek, have investigated the environmental situation in iran.
