تحلیل اثر آسیب‌های محیط اقتصادی ایران بر سیاست‌گذاری عمومی

سیاست‌گذاری در بستر محیط اقتصادی، سیاسی و اجتماعی صورت می‌گیرد و از آن متاثر است و بر آن نیز تاثیر می‌گذارد. سوال مطروحه در پژوهش این است که کدام بخش از ویژگی‌های منفی محیط اقتصادی کشور، چه تاثیرهای منفی‌ای بر عرصه سیاست‌گذاری عمومی دارد؟ بنابراین هدف تعیین‌شده، بررسی و پرداختن به معایب تاثیرگذار محیط اقتصادی بر عرصه سیاست‌گذاری کشور، از منظر آسیب‌شناسی است. در این راستا از روش کیفی مبتنی بر رویکرد کتابخانه‌ای و گردآوری مطالب و فیش‌برداری از کتب و مقالات مختلف، برای تبیین این اثرگذاری بهره گرفته شده و به‌طور متناظر هر یک از معایب محیط و آسیب مربوطه در سیاست‌گذاری بیان شده است. اساس مقاله بر این فرض استوار است که ویژگی‌های محیط اقتصادی کشور که به درآمدهای حاصل از فروش نفت متکی است، همچون متغیر مستقل؛ عرصه سیاست‌گذاری عمومی کشور را به‌عنوان متغیر وابسته متاثر می‌نماید. یافته‌های پژوهش بر تائید فرضیه وجود تاثیرپذیری سیاست‌گذاری عمومی از معایب محیط اقتصادی صحه گذاشته است. نتایج نشان داده است که آسیب‌های متعددی از این معایب موجود در محیط اقتصادی، بر عرصه سیاست‌گذاری عمومی کشور تحمیل گردیده و سیاست‌گذاری را از نیل به اهداف مطلوب تعیین‌شده باز می‌دارد.

analyzing damaging effect of iran’s economic environment on public policy-making

policy-making takes place in the context of economic, political and social environment and is affected by it and also affects it. the question raised in the research is, which part of the negative characteristics of the country’s economic environment, what negative effects have on the field of public policy? so the goal is set; examining and addressing the influential disadvantages of the economic environment on the country’s policy arena from a pathological perspective. in this regard, a qualitative method based on the library approach and collecting materials and taking notes from various books and articles, has been used to explain this effect and each of the environmental disadvantages and related damage in policy has been expressed correspondingly. the article is based on the premise that the characteristics of the country’s economic environment, which relies on revenues from oil revenue, as an independent variable; affects the field of public policy of the country as a dependent variable. the research findings confirm the hypothesis that public policy is influenced by the disadvantages of the economic environment. the results show that many of the disadvantages of these disadvantages in the economic environment are imposed on the country’s public policy and prevents policy from achieving the desired goals.
