فرهنگ و راهبری نظام اداری کارآمد در جمهوری اسلامی ایران

یکی از اجزای مهم در پیشرفت و توسعه، نظام اداری کارآمد است. نظام اداری در بخش خروجی و نیز ورودی نظام سیاسی وجود دارد. به عبارتی نظام اداری تنظیم‌کننده تقاضاها و تصمیم‌گیری‌ها است. بر این اساس تطابق نظام اداری با ارزش‌‌ها و اهداف نظام سیاسی مهم‌‌ترین پایه در حوزه سیاست‌‌گذاری و مدیریت امور به‌سوی پیشرفت کشور است. علی‌‌رغم این‌‌که نظام اداری کشور در طول بیش از چهار دهه گذشته دستخوش تحولاتی شده است، اما در این عرصه هنوز نقطه مطلوب حاصل نشده است و در بخش‌‌های مختلف آن آسیب‌‌ها و مشکلاتی هم وجود دارد که موجب چالش‌‌های عمده‌‌ای در اداره امور عمومی و تحقق اهداف نظام جمهوری اسلامی شده است. بر این اساس به نظر می‌‌رسد که نظام اداری در سه حوزه اصلی رفتاری، زمینه‌‌ای و ساختاری نتوانسته خود را با اصول و ارزش‌‌های جمهوری اسلامی ایران تطبیق دهد؛ لذا در این جهت و در گام دوم انقلاب اسلامی و در راستای پیشرفت کشور لازم است که یک بازنگری اساسی و مبنایی در نظام اداری صورت گیرد. بر این اساس سوال ‌‌اصلی این مقاله این است که نظام اداری کارآمد در جمهوری اسلامی ایران چگونه تحقق می‌‌یابد؟ یافته‌‌های این مقاله نشان می‌‌دهد که نظام اداری کارآمد می‌‌بایستی در سه بخش اصلی ساختاری، زمینه‌‌ای و محیطی مطابق با فرهنگ و ارزش‌‌های جمهوری اسلامی ایران سازمان‌دهی شود؛ بنابراین این مقاله با رهیافتی هنجاری و انتقادی و روشی تحلیلی-توصیفی و با استفاده از منابع کتابخانه‌‌ای و اسنادی ضمن بررسی انتقادی وضع موجود، به نظام اداری کارآمد در جمهوری ‌‌اسلامی ایران می‌‌پردازد.

one of the important components in progress and development is an efficient administrative system. the administrative system exists in the output and input sectors of the political system. in other words, the administrative system regulates demands and decisions. therefore, the compatibility of the administrative system with the values ​​and goals of the political system is the most important basis in the field of policy making and management is towards the progress of the country. despite the fact that the country’s administrative system has undergone changes over the past four decades, the desired point has not yet been reached in this field, and there are damages and problems in different parts of it that cause major challenges in the administration. public affairs and the realization of the goals of the islamic republic of iran. therefore, it seems that the administrative system in the three main behavioral, contextual and structural areas has not been able to adapt itself to the principles and values ​​of the islamic republic of iran. therefore, in this direction and in the second step of the islamic revolution and in line with progress the country needs a fundamental revision in the administrative system. therefore, the main question of this article is how an efficient administrative system is realized in the islamic republic of iran? the findings of this article show that an efficient administrative system should be implemented. it should be organized in three main structural, contextual and environmental sections according to the culture and values ​​of the islamic republic of iran. therefore, this article deals with an efficient administrative system in the islamic republic of iran with a normative and critical approach and an analytical-descriptive method and by using library and documentary sources while critically examining the existing situation.
