چائبول‌ها و توسعه اقتصادی در کره جنوبی (مورد مطالعه: دهه 1960 الی 1990)

پژوهش حاضر با هدف بررسی روند توسعه اقتصادی کره جنوبی در دهه 1990-1960 درصدد پرداختن به نقش موسسات بزرگ خصوصی (چائبول) در توسعه اقتصادی این کشور است. روش پژوهش در این مقاله، کیفی- تحلیلی است و برای گردآوری داده­ها از روش بررسی اسناد و مدارک، منابع ثانویه و تحلیل متون علمی تولید شده استفاده شده است. این پژوهش تلاش می­کند در چارچوب مدل دولت توسعه­گرا لفت­ویچ به بررسی علل توسعه اقتصادی کره جنوبی بپردازد. یافته­ها حاکی از آن است که پیشرفت اقتصادی کره جنوبی حاصل قدرت یافتن نخبگان توسعه­گرا، استقلال نسبی دولت، وجود بوروکراسی قدرتمند، ضعف جامعه مدنی، تحکیم اقتدار دولت پیش از افزایش اهمیت سرمایه­داران و شرایط مساعد بین­المللی بود که این امر با حمایت همه­­جانبه دولت از چائبول محقق شد، اما در نهایت به دلیل عدم نظارت و کنترل دولت بر این موسسات، اقتصاد کره جنوبی با بحران مواجه شد و دولت مجبور به ایجاد اصلاحات ساختاری و اقتصادی گردید. تجربه دولت توسعه‌خواه کره جنوبی در بکارگیری چائبول‌ها در رونق بخشی به حوزه اقتصاد در این کشور راهنمای عمل خوبی برای دولت جمهوری اسلامی ایران در بخش اقتصاد تعاونی خواهد بود.

chaebols and economic development in south korea (case study: 1960s to 1990s)

this study is intended to investigate the procedure of economic development in south korea in the 1960s to 1990s and the role of private grand companies such as chaebols in it. the research follows a qualitative-analytical method which employs reviewing documents, secondary sources and analysis of existing scientific texts for collecting data. this study aims at investigating the causes of south korea’s economic development in the framework of lefkovitch model of development-oriented governance. the findings indicated that south korea’s economic progress was due to the emergence of developmentalist elites, relative independence of government, strong bureaucracy, weak civil society, consolidation of government power before the rise of capitalists and favorable international conditions. this was achieved by full support of the government of chaebols. however, eventually the south korean economy encountered a crisis due to the lack of government oversight and control over these institutions, and the government was forced to make structural and economic reforms. the experience of the development-oriented government of south korea in using the chaebols to advance the economy in this country can be a suitable guide for the government of the islamic republic of iran in the field of cooperative economy.
