تدوین مدل مضامین نقش نخست وزیری در پشتیبانی از جنگ تحمیلی عراق علیه ایران

این مقاله به تدوین مدل مضمونی پشتیبانی نخست وزیری و هیات وزیران از جنگ تحمیلی و مدیریت بحران در مقطع تاریخی 1359 هجری شمسی تا سال 1367می پردازد. رویکرد تحقیق کیفی و راهبرد آن اسنادی است. داده ها با تمام شماری محتوای حدود 500 سند از دوران جنگ تحمیلی و همچنین متون مرتبط با آن بدست آمد. برای تحلیل داده ها از الگوی تحلیل مضمون اترید-استرلینگ استفاده شد. یافته ها نشان می دهد؛ کنشهای نخست وزیری و هیات دولت در دو دسته عمومی برای حفظ انسجام، مشارکت و بسیج همگانی جامعه، و تخصصی در پشتیبانی مستقیم از جبهه های جنگ قابل تقسیم است. در نقش مستقیم 5 مضمون فراگیرشامل؛ پشتیبانی مالی و اقتصادی از جنگ و تخصیص بودجه دفاعی، اعزام نیروی انسانی، ایجاد سازمان و تشکیلات برای پاسخ به نیازهای شرایط جنگی، تامین ماشین آلات سبک و سنگین و تجهیزات و لوازم جنگ، و تامین اماکن و فضاهای مسکونی، نظامی و آموزشی متناسب با جنگ با، 28 مضمون سازمان دهنده و 54 مضمون پایه بدست آمد.

elaboration of the theme model of the prime minister’s role in supporting iraq’s imposed war against iran

this article deals with the development of a thematic model of the support of the prime minister and the council of ministers for the imposed war and crisis management in the historical period from 1359 ah to 1367. the approach of qualitative research and its strategy is documentary. the data was obtained with the total number of contents of about 500 documents from the period of imposed war as well as related texts. etrid-sterling theme analysis model was used for data analysis. findings show; the actions of the prime minister and the government can be divided into two general categories to maintain cohesion, participation and mobilization of the entire society, and specialized in direct support of the war fronts. in the direct role of 5 overarching themes including; financial and economic support for war and the allocation of defense budgets, sending manpower, creating organizations and organizations to respond to the needs of war conditions, providing light and heavy machinery and war equipment and supplies, and providing residential, military and educational places and spaces in accordance with war with, 28 organizing themes and 54 basic themes were obtained.
