طراحی الگوی توسعه پوشش بیمه ای در جهت افزایش خدمات درمانی در سازمان تامین اجتماعی

این پژوهش با هدف طراحی الگوی توسعه پوشش بیمه‌ای برای بهبود خدمات درمانی در سازمان تامین اجتماعی انجام شده است. روش پژوهش ترکیبی و به‌صورت کیفی و کمی بوده است. در بخش کیفی، از روش تحلیل محتوای کیفی با مشارکت 14 نفر از خبرگان و متخصصان حوزه بیمه و سلامت استفاده شد و روایی و پایایی این بخش با استفاده از روش اعتبارسنجی توسط مشارکت‌کنندگان و بررسی توسط همکاران ارزیابی و تایید گردید. در بخش کمی، داده‌ها از طریق پرسشنامه‌ای که بین 300 نفر از بیمه‌شدگان تامین اجتماعی توزیع شد، جمع‌آوری گردید. تحلیل داده‌های کمی با استفاده از تکنیک معادلات ساختاری و با کمک نرم‌افزار smart pls انجام شد. در این بخش، روایی و پایایی با استفاده از روش‌های موجود نظیر آلفای کرونباخ، بارهای عاملی، پایایی ترکیبی و روایی همگرا و واگرا ارزیابی و تایید شد. یافته‌های پژوهش نشان داد که توسعه زیرساخت‌های خدمات درمانی، تدوین سیاست‌های کارآمد، تقویت نظارت دیجیتال و مدیریت منابع مالی، چهار محور اصلی برای بهبود عملکرد و افزایش دسترسی به خدمات بیمه‌ای و درمانی هستند. در محور توسعه زیرساخت‌ها، بهبود دسترسی به خدمات درمانی در مناطق محروم، گسترش خدمات سیار و دیجیتال، و تجهیز مراکز درمانی به فناوری‌های پیشرفته از جمله راهکارهای کلیدی مطرح شدند. در محور نظارت دیجیتال و مدیریت منابع، بهره‌گیری از تحلیل داده‌های بزرگ، هوش مصنوعی و فناوری بلاکچین برای بهبود شفافیت، امنیت داده‌ها و افزایش کیفیت نظارت پیشنهاد شده است. همچنین، ایجاد سیستم‌های ارزیابی آنلاین بر اساس بازخورد بیمه‌شدگان و پیاده‌سازی الگوریتم‌های پیش‌بینی‌کننده برای مدیریت بهتر خدمات، از جمله نوآوری‌های مطرح‌شده در این پژوهش است. در نهایت، تامین مالی خلاقانه با همکاری بانک‌ها، جذب سرمایه‌گذاری‌های بخش خصوصی و طراحی مدل‌های درآمدی جدید برای پایداری سیستم‌های بیمه‌ای به‌عنوان راهکارهایی برای تضمین منابع مالی معرفی شد. این پژوهش با ارائه مدلی جامع، بهبود کیفیت خدمات بیمه‌ای و درمانی را هدف قرار داده و می‌تواند به‌عنوان راهنمایی برای سیاست‌گذاران و مدیران در این حوزه مورد استفاده قرار گیرد.

designing an insurance coverage expansion model to increase medical services in the social security organization

this research has been done with the aim of designing a model for the development of insurance coverage to improve medical services in the social security organization. the research method was mixed and qualitatively and quantitatively. in the qualitative section, the qualitative content analysis method was used with the participation of 14 experts and specialists in the field of insurance and health, and the validity and reliability of this section was evaluated and confirmed using the method of validation by participants and review by colleagues. in the quantitative part, data was collected through a questionnaire that was distributed among 300 social security insured people. quantitative data analysis was done using structural equation technique with the help of smart pls software. in this section, validity and reliability were evaluated and confirmed using existing methods such as cronbach’s alpha, factor loadings, composite reliability, and convergent and divergent validity. the findings of the research showed that the development of health service infrastructure, formulation of efficient policies, strengthening of digital monitoring and management of financial resources are the four main axes to improve performance and increase access to insurance and health services. in the axis of infrastructure development, improving access to medical services in deprived areas, expanding mobile and digital services, and equipping medical centers with advanced technologies were among the key solutions. in the axis of digital monitoring and resource management, the use of big data analysis, artificial intelligence and blockchain technology is suggested to improve transparency, data security and increase the quality of monitoring. also, the creation of online evaluation systems based on the feedback of the insured and the implementation of predictive algorithms for better service management are among the innovations proposed in this research. finally, creative financing with the cooperation of banks, attracting private sector investments and designing new income models for the sustainability of insurance systems were introduced as solutions to guarantee financial resources. by presenting a comprehensive model, this research aims to improve the quality of insurance and medical services and can be used as a guide for policy makers and managers in this field.
