بررسی تاثیر تعارض منافع بر ارتقای شفافیت اداری و کاهش فساد سازمانی

این پژوهش به بررسی نقش تعارض منافع و بی‌طرفی اداری در کاهش فساد در نهادهای دولتی می‌پردازد. تعارض منافع به عنوان یکی از عوامل اصلی تضعیف بی‌طرفی اداری می‌تواند منجر به تصمیم‌گیری‌های ناعادلانه و در نهایت افزایش فساد شود. در این راستا، تدوین و اجرای چارچوب‌های قانونی شفاف و بدون خلاهای حقوقی، نقشی حیاتی در پیشگیری از فساد دارد. تقویت استقلال نهادهای نظارتی و قضایی، بهبود سازوکارهای نظارت درون‌سازمانی، و برخورداری از منابع مالی و انسانی کافی از دیگر عوامل موثر در کاهش فساد اداری است. همچنین، آموزش مستمر کارکنان و مدیران در زمینه قوانین ضد فساد و بهره‌گیری از فناوری‌های نوین، مانند سیستم‌های مدیریت اطلاعات و پلتفرم‌های گزارش‌دهی آنلاین، می‌تواند به ارتقای شفافیت و پاسخگویی کمک کند. از طرف دیگر، شفافیت در تصمیم‌گیری‌ها و دسترسی عمومی به اطلاعات از طریق سامانه‌های آنلاین، یکی از ابزارهای کلیدی برای افزایش نظارت عمومی و جلوگیری از فساد به شمار می‌آید. در نهایت، این مطالعه با ارائه راهکارهای عملی و تطبیقی از تجارب موفق بین‌المللی، بر ضرورت هماهنگی و همکاری بین نهادهای دولتی و غیر دولتی برای ایجاد زیرساخت‌های قانونی و فنی تاکید دارد.

this research examines the role of conflict of interest and administrative impartiality in reducing corruption in government institutions. conflict of interest as one of the main factors of weakening administrative neutrality can lead to unfair decisions and ultimately increase corruption. in this regard, drafting and implementing clear legal frameworks without legal loopholes plays a vital role in preventing corruption. strengthening the independence of regulatory and judicial institutions, improving internal monitoring mechanisms, and having sufficient financial and human resources are other effective factors in reducing administrative corruption. also, continuous training of employees and managers in the field of anti-corruption laws and the use of new technologies, such as information management systems and online reporting platforms, can help promote transparency and accountability. on the other hand, transparency in decisions and public access to information through online systems is one of the key tools to increase public oversight and prevent corruption. finally, this study emphasizes the necessity of coordination and cooperation between governmental and non-governmental institutions to create legal and technical infrastructure by providing practical and comparative solutions from successful international experiences.
