تحلیل الگوهای غالب تخلفات ساختمانی و راهکارهای کنترل آن در شهر رامشیر

زمینه و هدف: پدیده تخلف ساختمانی یکی از عارضه‌های زندگی شهری است که در بسیاری از شهرها به‌موازات پیچیده‌تر شدن مسائل شهری، چالشی جدی و لاینحل شده است. افزایش حجم تخلفات ساختمانی و آسیب‌هایی که بر زندگی شهری و محیط شهر می‌گذارد، قابل‌چشم‌پوشی نبوده و ضرورت اتخاذ برخوردی مناسب با این مسئله را روشن می‌سازد. پژوهش حاضر با هدف بررسی الگوهای غالب تخلفات ساخت و ساز در شهر رامشیرانجام شده است. این پژوهش از نوع کاربردی و با استفاده از روش توصیفی _ تحلیلی به بررسی الگوهای غالب تخلفات ساخت و ساز و شناسایی شاخص‏ها و عوامل موثر بر تخلفات ساخت و ساز  و پراکنش فضایی آن‏ها در شهر رامشیر می‏پردازد.روش بررسی: در این پژوهش ابتدا از طریق مطالعات کتابخانه ای، شاخص‏ها و عوامل موثر بر تخلفات ساخت و ساز شناسایی و تعریف شده اند. سپس از طریق پرسشنامه اطلاعات مورد نیاز از افراد در شهر نمونه جمع آوری شد. و در ادامه وضعیت پراکنش فضایی تخلفات ساختمانی با استفاده از نرم افزار arcgis مشخص شد. برای تجزیه و تحلیل داده‏ها از نرم افزار arcgis و نرم افزار spss  و excel  و همچنین مدل تحلیلی – ترکیبی anp-dematel استفاده شده است.یافته‌ها و نتیجه گیری: نتایج بدست آمده از پژوهش نشانگر آن است که الگوی غالب تخلفات ساخت و ساز در شهر رامشیر شاخص تخلف اضافه بنا با میانگین 2.33 بیشترین میزان تخلف را در 5 سال گذشته بین 8 شاخص داشته است. عوامل موثر بر تخلفات ساخت و ساز از دیدگاه شهروندان، عوامل اجتماعی با میانگین رتبه ای 3.95 می‏باشد. در بین معیار های موثر برای ارائه و ارزیابی سطح تخلفات در شهر رامشیر باید گفت که اثرگذارترین شاخص در بین شاخص ها موجود شاخص (نداشتن اطلاعات کافی از ضوابط ساخت‌وساز) شناسایی شد. و محله شماره 3 و 4 با داشتن میانگین بالاتر بیشترین تخلفات را در خود دارند. در انتها نیز به ارائه راهکارها پرداخته شد.

analysis of the dominant patterns of building breach and their control strategies in the city of ramshir

background and objective: the building breach is the difficulty that still remains unsolved as the cities are becoming more problematical and challenging. the increased extent and size of building breach and the harms on cities is undeniable and it is necessary to suitable action to prevent it. the present study aims to investigate the patterns that violate the constructions in ramshir city.methodology: it is an applied study that uses a descriptive analytical method to examine the breach patterns and identify the preventative factors and their spatial distribution in that city. the required data was collected using a questionnaire filled by citizens that followed by recognizing the spatial construction breach distribution using arcgis package. to analyze the data, in addition to arcgis, the spss and excel packages as well as combinational –analytical model anp dematel were used.findings and conclusion: the results showed that the   dominantly violating patterns in ramshir is the addition of building index with an average 2.33 within five past years out of 8 indices. the elements affecting on the construction breach from citizens’ perspective, is the social factors with an average 3.95. among the influencing measures for evaluating the rate of breach in ramshir, it should be said that the most influential index is “having too little information of construction rules” index. the neighborhood3 and4 have the highest breach in construction. finally, the recommendations and solutions were given.
