ارزیابی اثرات اجرای طرح های هادی روستایی و نقش آن در توسعه روستایی (نمونه موردی: روستاهای شهرستان کرمانشاه)

تهیه و اجرای طرح هادی روستایی با بیش از سه ده سابقه در ایران از اساسی‌ترین اقداماتی است که به‌منظور توسعه روستاها در ایران اجرا شده‌است، بررسی اثرات اجرایی آن‌ها در ابعاد گوناگون، موضوع مهمی است که می‌تواند پیامدهای اجرای طرح هادی را در روستا مشخص کند. در همین راستا؛ هدف پژوهش حاضر ارزیابی اثرات اجرای طرح های هادی روستایی و نقش آن در توسعه روستایی ، روستاهای شهرستان کرمانشاه است. و از نظر هدف‌گذاری کاربردی و از نظر روش‌شناسی به صورت توصیفی- تحلیلی است. در روند تهیه و تولید داده‌ها ابتدا عوامل موثر بر اجرای طرح هادی روستایی بر شهرستان‌ کرمانشاه با تاکید بر نقش آن در توسعه روستاهای شهرستان کرمانشاه با استفاده از نظرات 15 نفر از متخصصین این موضوع کارشناسان روستایی،دهیاران از طریق روش دلفی شناسایی شده‌است. برای تجزیه وتحلیل اطلاعات4شاخص( کالبدی،اقتصادی،اجتماعی فرهنگی و زیست محیطی) و 12زیر شاخص به عنوان عوامل تاثیرگذار قوی بر توسعه روستاهای شهرستان کرمانشاه باتاکید بر اجرای طرح هادی روستایی ازمدلسازی تفسیری-ساختاری ism وسپس با نرم افزار میک‌مک بهره گرفته شده است. نتایج پژوهش نشان دادعوامل افزایش مشارکت‌پذیری درروستا، افزایش کیفیت معابر وساماندهی جوی ها و نهرها جز تاثیرگذارترین مولفه‌ها و عامل حفظ سنت‌های بومی و محلی جزء تاثیرپذیرترین عوامل به شمار می‌آیند.وشاخص کالبدی ازبین شاخص های مورد بررسی مهمترین شاخص دراجرای طرح های هادی روستایی و نقش آن درتوسعه روستایی در روستاهای شهرستان کرمانشاه می‌باشد.همچنین نتایج حاصل ازمیک مک نشان میدهد که بجز دو عامل افزایش کیفیت معابرو کاهش انگیزه مهاجرت همه عوامل جزمتغیرهای پیوندی میباشند

the preparation and implementation of the rural leadership plan with more than thirty records in iran is one of the most basic measures that have been implemented for the development of villages in iran. examining their implementation effects in various dimensions is an important issue that can determine the consequences of the implementation of hadi’s plan in the villagethe purpose of the current research is to evaluate the effects of the implementation of rural leader projects and its role in rural development in the villages of kermanshah. and it is practical in terms of targeting and descriptive-analytical in terms of methodology. in the process of preparing and generating data, firstly, the factors affecting the implementation of the rural guide project in kermanshah city, emphasizing its role in the development of villages in kermanshah city, were identified using the opinions of 15 experts on this subject, rural experts, villagers through the delphi methodit is in order to analyze the data of 4 indicators (physical, economic, socio-cultural and environmental) and 12 sub-indices as strong influencing factors on the development of villages in kermanshah city, with emphasis on the implementation of the rural guide plan, ism interpretive-structural modeling was used and then with mic-mac software. . the results of the research showed that the factors of increasing participation in villages, increasing the quality of roads and organizing streams and rivers are among the most influential factorsand the factor of preserving native and local traditions are among the most influential factorsit is among the projects of the rural leader and its role in rural development in the villages of kermanshah cit also, the results obtained from the mik show that except for the two factors of increasing the quality of transportation and reducing the motivation to migrate, all the factors are linked variables.
