آسیب‌شناسی عملکرد کارگزاران حکومتی بر مبنای تعالیم قرآن کریم

یکی از مهم‌ترین مشکلاتی که در هر نظام سیاسی رخ می‌دهد آسیب‌هایی است که بعد از تاسیس و تثبیت آن به وجود می‌آید، به همین علت در تمامی حکومت‌ها و نظام‌های سیاسی دغدغه اصلی مردم، نوع عملکرد کارگزاران و عدم خروج حاکمیت از مسیر اصلی است، حال سوال و مسئله اصلی پژوهش این است که آسیب‌های عملکرد کارگزاران نظام‌ها در حوزه سیاسی-اجتماعی از منظر قرآن کدام است؟(مسئله) تا با شناسایی و کنترل آسیب‌های کارگزاران در ساحت نظری و عملی، حکومت‌ها از انحرافات و کج‌روی‌ها مصون بماند (هدف) در این مقاله با رویکرد تحلیل محتوا، در مقام تحلیل عملکرد کارگزاران نظام سیاسی به دو سطح وجودی بینشی و کنشی (عملکردی) و مبنا قرار دادن قرآن کریم، با استفاده از روش تفسیری شهید صدر، مسائل خود را به قرآن عرضه و پاسخ قرآن را از آیات مختلف دریافت می‌کند. ماحصل و نتیجه این بررسی از دیدگاه قرآن این است که آسیب‌های عملکردی کارگزاران در سطح بینشی، عبارت از خودبینی کارگزاران و عدم روحیه انتقادپذیری آنان است و در سطح عملکردی هم مشکلاتی مانند طغیان کارگزاران، محدودیت سازی، اذیت کردن مردم جامعه، تحقیر مردم و ظلم به آنان است.

analyzing the harms of performance of government agents based on the qur’anic teachings

one of the most important problems that occur in any political system is the risks that occurs after its establishment and consolidation. for this reason, in all governments and political systems, the main concern of the people is the type of performance of the agents and the non-deviation of the government from its main course. now, the main question of the research is: what are the risks threaten the performance of the government agents in the socio-political field from the perspective of the qur’an? (problem) so that by identifying and controlling the risks against the agents in the theoretical and practical fields, governments can be protected from deviations and misfunction (objective). this study, with a content analysis approach, in the capacity of analyzing the performance of the agents of the political system at two existential levels of insight and action (functional) and taking the holy qur’an as a basis, using the interpretative method of martyr al-sadr, presents its problems to the qur’an and receives the answers from various holy verses. the result and conclusion of this study from the perspective of the qur’an is that the functional risks agains the agents at the insight level are the agents’ self-centeredness and their lack of a spirit of criticism, and at the functional level, there are problems such as the agents’ rebellion, restriction, harassing, despising and oppressing the people of the society.
