سیاست‌گذاری مدیریت اعتراض بر اساس آیات شریفه 125 تا 128 سوره نحل

هم‌زمان با ظهور و گسترش انواع گوناگون اعتراضات در قالب بخش‌های (اقشار و طبقات) مختلف به‌عنوان پدیده‌های رایج در جوامع امروزی، نحوۀ مدیریت نمودن آن‌ها نیز به‌عنوان مسئله‌ای مهم در عرصه سیاست‌گذاری مطرح‌شده که نظام‌های سیاسی به آن اهتمام ویژه‌ای دارند. در جمهوری اسلامی ایران نیز متاثر از ماهیت اسلامی آن لازم است تا این مسئله از منظر اسلامی موردتوجه قرار گیرد؛ ازاین‌رو پژوهش‌ حاضر از رهگذر تفسیر آیات شریفه 125 تا 128 سوره نحل، در پی پاسخ به این سوال اصلی است که «دلالت‌های سیاست‌گذارانه قرآن برای مدیریت اعتراض‌ها چیست؟». برای این منظور از ترکیب روش تفسیر قرآن به قرآن و روش تحلیل محتوا استفاده‌شده است تا در ضمن بررسی آیات مبتنی بر آیات دیگر و ارائه مویدهایی از تفاسیر قرآنی، دلالت‌های سیاست‌گذارانه به دست آمد. تحلیل 25 کد نشان می‌دهد که اصول حاکم بر سیاست‌گذاری مدیریت اعتراض‌ها عبارت‌اند از: اولویت‌بخشی به کاربست شیوه‌های تعاملی مبتنی بر حکمت، موعظه و جدل با شیوه‌های نیکوتر، کاربرد قاعده مقابله‌به‌مثل با توجه به اصل صبر بر عقاب و رعایت اصول اخلاقی در تمامی مراحل مدیریتی. همچنین بر اساس این اصول سه‌گانه، هشت سیاست در خصوص مدیریت اعتراضات به‌دست‌آمده است.

managing protests as a pervasive phenomenon is one of the challenges of policymaking process to which political systems have paid special attention. in the islamic republic of iran, given its islamic nature, it is necessary for the policymakers to be based on islamic principles and sharia sources (book, tradition, consensus and reason). therefore, the current research seeks to answer the main question &what are the policy-making implications of verses 125 to 128 of surah an-nahl for protest management?& and for this purpose, a combination of the methods of interpretation of the qur’an to the qur’an and the method of cross-question has been used, in order to obtain policy-making implications while examining verses based on other verses and providing evidence from qur’anic interpretations. an analysis of 25 codes shows that the principles governing the protest management policy are: 1) giving priority to the use of interactive methods based on wisdom, 2) preaching and debate in the better way, the rule of reciprocity, 3) patience in punishment, and 4) compliance with moral principles. based on them, 8 policy implications related to protest management policy were obtained.
