ارزیابی وضعیت شاخص‌های شهر هوشمند در کلان‌شهرها با رویکرد آینده‌پژوهی (مطالعه موردی: کلان‌شهر کرمانشاه)

یکی از مفاهیم جدید برای مقابله با چالش‌های کنونی شهرها در عرصۀ برنامه‌ریزی شهری، توسعۀ شهر هوشمند است. از این‌رو پژوهش حاضر با رویکرد توصیفی – تحلیلی در پی بررسی وضعیت شهر هوشمند و شاخص های آن با رویکرد آینده‌پژوهی در کلان‌شهر کرمانشاه می باشد. در پژوهش حاضر برای بررسی وضعیت شهر هوشمند در کلان‌شهر کرمانشاه در مرحله اول پس از شناسایی شاخص های شهر هوشمند پرسشنامه محقق ساخته طراحی و پس از تائید روایی و پایایی آن، با استفاده از آزمون آماری t تک نمونه ای وضعیت 6 شاخص شهر هوشمند «حکمروایی، اقتصاد، محیط‌زیست، جابجایی، مردم و زندگی هوشمند» مشخص شده است. در مرحله بعد با استفاده از رویکرد آینده پژوهی و بهره گیری از روش دلفی، پویش محیطی و نرم‌افزار میک مک پیشران های کلیدی موثر بر توسعه شهر هوشمند در کلان‌شهر کرمانشاه شناسایی شده است. در این رابطه نتایج پژوهش گویایی آن است که کلان‌شهر کرمانشاه دارای وضعیت مطلوب و مناسبی در جهت برخورداری از شاخص های شهر هوشمند نمی‌باشد و به واقع مردم ساکن در کلان‌شهر کرمانشاه شهر کرمانشاه را شهر هوشمند نمی دانند و ناراضی هستند. همچنین کلان‌شهر کرمانشاه با توجه به پراکندگی متغیرها دارای سیستمی ناپایدار است و در صفحه پراکندگی پنج دسته (متغیرهای تاثیرگذار، دووجهی، تنظیمی، تاثیرپذیر و مستقل) قابل شناسایی هستند. در نهایت از میان 23 متغیر شناسایی شده، پس از بررسی میزان و چگونگی تاثیرگذاری این متغیرها بر هم دیگر و بر وضعیت آینده توسعه شهر هوشمند کلان‌شهر کرمانشاه با روش‌های مستقیم و غیرمستقیم، به ترتیب 5 عامل کلیدی: استفاده از فناوری‌های هوشمند (تحقیق و توسعه و نوآوری)؛ امنیت در فضای مجازی و واقعی برای شهروندان؛ فناوری‌های هوشمند اطلاعات و ارتباطات نظیر وای فا در سطح شهر؛ استفاده از ابزارهای الکترونیکی برای خرید؛ عرضه محصولات اصناف و کسبه از طریق فضای مجازی بیشترین نقش را در توسعه شهر هوشمند کلان‌شهر کرمانشاه دارند، انتخاب شدند.

assessing the condition of smart city indicators in metropolises with a futures studies approach (case study: kermanshah metropolis)

one of the new concepts to deal with the current challenges of cities in the field of urban planning is the development of a smart city. therefore, the present study, with a descriptive-analytical approach, investigates the condition of the smart city and its indicators with futures studies approach in the metropolis of kermanshah. in the present study, to investigate the state of the smart city in the metropolis of kermanshah, in the first stage, after identifying the indicators of the smart city, a researcher-made questionnaire was designed and after confirming its validity and reliability, using the one-sample t-test, the condition of 6 indicators of the smart city governance, economy, environment, mobility, people and smart life are specified. in the next step, by using the futures studies approach and using the delphi method, environmental survey and micmac software, the key drivers effective on the development of the smart city in kermanshah metropolis have been identified. in this regard, the results of the research show that kermanshah metropolis does not have a favorable and suitable condition in terms of having smart city indicators, and in fact, the people living in kermanshah metropolis do not consider kermanshah to be a smart city and are dissatisfied. also, kermanshah metropolis has an unstable system due to the dispersion of variables, and five categories (influential, bimodal, regulatory, influential and independent variables) can be identified in the dispersion plane. finally, among the 23 identified variables, after examining the extent and how these variables affect each other and the future state of the development of the smart city of kermanshah metropolis with direct and indirect methods, 5 key factors are respectively: using smart technologies (research and development and innovation); security in virtual and real space for citizens; smart information and communication technologies such as wi-fi throughout the city; using electronic tools for shopping; the supply of guilds and trades products through virtual space plays the most important role in the development of the smart city of kermanshah metropolis.
