ارائه الگوی برنامه‌ریزی راهبردی توسعه پایدار شهر قزوین با استفاده از تکنیک متاسوآت

در سال‌های اخیر برنامه‌ریزی توسعه پایدار شهری با کاربست رویکردها و ابزارهای نوینی همراه شده است که یکی از آنها برنامه‌ریزی راهبردی با استفاده از تکنیک متاسوآت است. بدیهی است اتخاذ رهیافتی راهبردی مستلزم توجه به ابعاد و جنبه‌های مختلفی است که پژوهش حاضر برآن شد به ارائه الگوی برنامه‌ریزی راهبردی توسعه پایدار شهر قزوین بپردازد. بدین منظور روش‌شناسی این پژوهش از نظر هدف می‌توان جزو پژوهش‌های کاربردی- توسعه‌ای و از نظر روشی در دسته روش‌های توصیفی- تحلیلی قرار داد که با رویکردی اکتشافی نسبت به ارائه برنامه راهبردی شهر قزوین مبادرت نموده است. داده‌های مورد نیاز با استفاده از روش کتابخانه‌ای- اسنادی و روش دلفی از نمونه 30 نفری متخصصان و خبرگان جمع‌آوری شده است. شناسایی متغیرها نیز با استفاده از تکنیک‌های پویش محیطی(شامل جست‌وجو در اسناد فرادست، مقالات علمی و طرح‌های پژوهشی) و تکنیک دلفی(استفاده از نظرات متخصصان و خبرگان منتخب) انجام شده است و سپس با تکنیک متاسوآت و نرم‌افزار metaswot تجزیه و تحلیل شده است. نتایج حاصله نشان داد که نیروی انسانی متخصص، وجود ظرفیت‌های زیست محیطی و انطباق و تاکید اسناد فرادست بر توسعه پایدار به‌عنوان مهمترین عوامل راهبردی در نقشه راهبردی توسعه پایدار شهر قزوین مسئله شهر هوشمند، استفاده از ظرفیت‌های خلاقانه و نوآورانه در اقتصاد شهری و مسئله بافت‌های فرسوده و ناکارآمد به عنوان مهمترین عواملی است که در حوزه توسعه پایدار شهر قزوین حائز اهمیت ویژه‌ای است و به‌منزله عوامل راهبردی در راستای بهبود وضعیت فعلی شناخته می‌شود. 

presenting the model of strategic planning for the sustainable development of ghazvin city using the metaswot technique

in recent years, urban sustainable development planning has been associated with the use of new approaches and tools, one of which is strategic planning using the metaswat technique. it is obvious that adopting a strategic approach requires paying attention to various dimensions and aspects, which the present research was about to provide a strategic planning model for the sustainable development of ghazvin city. for this purpose, the methodology of this research can be classified as applied-developmental research in terms of goal and descriptive-analytical methods in terms of method, which has taken an exploratory approach to presenting the strategic plan of ghazvin city. the required data was collected using the library-document method and the delphi method from a sample of 30 specialists and experts. the identification of variables has been done using environmental scanning techniques (including searching in documents, scientific articles and research plans) and delphi technique (use of the opinions of selected experts) and then analyzed with metaswot technique and metaswot software. . the results showed that the expert manpower, the existence of environmental capacities and the compliance and emphasis of the above documents on sustainable development as the most important strategic factors in the strategic map of the sustainable development of ghazvin city, the issue of smart city, the use of creative and innovative capacities in the urban economy and the issue of dilapidated tissues. and ineffective as the most important factors that are of special importance in the field of sustainable development of ghazvin city and are known as strategic factors in order to improve the current situation.
