آینده پژوهی مدیریت بافت‌های با ارزش تاریخی شهری (مطالعه موردی: منطقه 8 شهرداری کلانشهر تبریز)

علیرغم اهمیت بافت های تاریخی، انواع مشکلات مالی، مدیریتی، کالبدی مانع از دستیابی به توسعه این بافت ها بوده است. با توجه به اهمیت این موضع هدف اصلی این پژوهش شناسایی چالش های مدیریت بافت های باارزش تاریخی شهری در کلانشهر تبریز است. پژوهش به لحاظ ماهیت کاربردی و به لحاظ روش توصیفی تحلیلی است. جامعه آماری این پژوهش شامل خانوارهای ساکن منطقه 8 شهرداری تبریز و 20 نفر از کارشناسان و خبرگان بوده است. در سطح خانوارها، با استفاده از آلفای کرونباخ و به روش تصادفی ساده، 367 نفر به عنوان حجم نمونه انتخاب گردید. تجزیه‌وتحلیل یافته های پژوهش با استفاده از دانش آینده پژوهی مبتنی بر نرم‌افزار میک مک و آزمون آماری رگرسیون خطی به روش گام‌به‌گام صورت گرفت. نتایج یافته های پژوهش نشان داد که برخورداری پایین از زیرساخت‌های شهری از جمله فضای سبز ، قرارگیری بافت‌های تاریخی در درون شهر و مشکلات ترافیکی، چالش های مدیریت بحران در درون بافت تاریخی و تراکم زیاد ساخت و ساز در درون این بافت ها و سختی تردد وسائط نقلیه به ترتیب با مقادیر 1362، 801، 769 و 865 به عنوان مولفه های (چالش های) کلیدی در زمینه مدیریت توسعه بافت باارزش تاریخی شهر تبریز در منطقه 8 شهری هستند. همچنین یافته های پژوهش با استفاده از آزمون رگرسیون خطی گام به گام نشان داد که مهم‌ترین مولفه های مدیریت بافت باارزش تاریخی شامل اتخاذ رویکرد یکپارچه در خصوص مدیریت و توسعه بافت باارزش تاریخی شهری، هماهنگی اقدامات سایر دستگاه‌ها اجرایی به‌واسطه جامع‌نگری، توانمندی دانش مدیریان شهری در ارتباط با مدیریت محلی و اتکا بر مولفه‌های محلی مدیریت بافت باارزش تاریخی. درنهایت می توان گفت که مهم‌ترین راهکار رفع چالش مدیریت بافت های باارزش تاریخی و توجه به تمامی ابعاد مدیریتی، مالی، اجتماعی و کالبدی- زیرساختی به صورت همزمان است.  

the futures studies of the management of urban valuable historical contexts, case study: district 8 of tabriz metropolitan municipality

despite the importance of historical textures, all kinds of financial, managerial, and physical problems have prevented the development of these textures. considering the importance of this position, the main goal of this research is to identify the challenges of managing, and creating valuable historical urban contexts in the metropolis of the tabriz. the nature of this research is applied and descriptive, and analytical. the statistical population of this research included households living in district 8 of the tabriz municipality and 20 urban experts. using cronbach’s alpha methods and simple random methods at the household level, 367 people were selected as the sample size. the micmac software was used to analyze the research findings and the statistical test of linear regression in a step-by-step method. the results of the research showed that the lack of urban infrastructure including green spaces, the location of historical contexts within the city and traffic problems, the challenges of crisis management within the historical context, and the high density of construction within these contexts and the difficulty of vehicle traffic with the values of 1362, 801, 769 and 865 are the key components (challenges) in the field of managing the development of the valuable fabric of the tabriz city in the 8th urban area. also, the findings of the research using a step-by-step linear regression test showed that the key components of the management of the valuable tissue include adopting an integrated approach to the management and development of the valuable urban tissue, coordinating the actions of other executive bodies through a comprehensive approach, the ability of managers’ knowledge. a city related to local management and relying on local components of valuable historical context management. finally, the most critical solution to solving the challenge of managing the development of historical structures is to pay attention to all the managerial, financial, social, and physical-infrastructural aspects simultaneously.
