تاثیر رمزارزها بر حاکمیت پولی دولت‌‌ها از منظر حقوق بین‌الملل

ازآنجاکه حاکمیت دارای جلوه و ابعاد متمایزی ازجمله حاکمیت اقتصادی و زیرمجموعه‌‌های آن است، سیاست‌گذاری پولی و مالی از رهگذر بانک مرکزی دولت کشورها حاکمیت پولی تلقی می‌شود. با ظهور فنّاوری‌های جدید و نوظهور مانند بلاک‌چین، به نظر می‌رسد این حاکمیت نسبی شده و تحت‌الشعاع این فنّاوری قرار گرفته و تسلط دولت‌ها بر اعمال سیاست‌های پولی را کاهش داده است. بانک‌های مرکزی نیز، که حاکمیت پولی خود را در معرض خطر می‌بینند، به واکنش‌هایی مبتنی‌بر درک خود از موضوع می‌پردازند و البته برخی دولت‌ها نیز این فنّاوری را فرصتی برای خود تلقی می‌کنند. برهمین‌اساس، مقالۀ حاضر به بررسی حاکمیت پولی کشورها تحت‌تاثیر رمزارزها و فنّاوری بلاک‌چین پرداخته و با روش توصیفی تحلیلی در پی تبیین رابطۀ رمزارزها با حاکمیت پولی و ملی کشورها در عرصۀ حقوق بین‌الملل است.

the impact of cryptocurrencies on the monetary governance of governments in the perspective of international law

since governance has various aspects and dimensions, including economic governance and its subsets,the monetary and financial policy through the central bank of the country’s government is considered as monetary governance. with the emergence of new technologies such as blockchain, it seems that this governance has become relative and has been overshadowed by this technology and has reduced the control of governments over the implementation of monetary policies. central banks, which see their monetary sovereignty at risk, react based on their understanding of the issue and of course, some governments consider this technology as an opportunity for themselves. accordingly, this article examines the monetary sovereignty of countries under the influence of cryptocurrencies and blockchain technology, and with a descriptive-analytical method, it seeks to explain the relationship between cryptocurrencies and the monetary and national sovereignty of countries in the field of international law.
