امکان‌سنجی استفاده از انتقال حقوق توسعه‌، جهت حفظ باغات و اراضی کشاورزی شهر طرقبه

باغات و اراضی کشاورزی نقش قابل‌توجهی را در حیات شهرها ایفا می‌کنند؛ به طوری که برنامه ریزان شهری روش‌های مختلفی را جهت حفظ این اراضی اتخاذ می‌نمایند. یکی از روش‌های کارآمد روش «انتقال حقوق توسعه‌ای» است. مسئله پژوهش شرایط غیرقابل‌انتظاری است که حکایت از عدم استفاده، امکان‌سنجی و به‌کارگیری نظریات جدید همچون انتقال حقوق توسعه‌ای علی‌رغم مهیا بودن آن‌ها دارد و اینکه چرا تاکنون این روش جایگاه مناسبی در ادبیات مدیریت شهری ایران نیافته است. ازاین‌رو هدف ارائه پاسخی برای چگونگی استفاده از رویکرد انتقال حقوق توسعه‌ای باغات و اراضی کشاورزی شهر طرقبه و همچنین شناسایی مناطق مستعد دریافت حقوق توسعه برمبنای پارامترهای موثر می‌باشد. در حوزه روش به لحاظ هدف پژوهش توصیفی بوده است و نتایج آن نیز در نمونه مطالعاتی کاربردی است. روش مورداستفاده در این پژوهش در بخش گردآوری اطلاعات و تدوین مبانی نظری اسنادی بوده است و پس‌ازآن با استفاده از روش ahp و اخذ نظرات خبرگان وزن شاخص‌ها محاسبه‌شده است و یافته‌های موردنظر حاصل‌شده است؛ سپس نتایج حاصل با استفاده نرم‌افزار arc gis و افزونه‌های تحلیلی آن مورد تجزیه‌وتحلیل قرارگرفته است. نتایج حاکی از آن است که در مناطق ارسال شاخص‌های میزان برداشت سالانه از انواع محصولات پایه در شهر، درصد مشارکت ساکنین و قیمت اراضی کشاورزی بیشترین ارزش را در مقابل دیگر شاخص‌ها جهت انتخاب مناطق دارند. همچنین در بین شاخص‌های مناطق دریافت شاخص‌های زیرساختی چون آب و برق و گاز بیشترین اهمیت را داشته و در کنار آن‌ها نسبت سود به هزینه و قیمت زمین نیز اهمیت دارد و در زمان انتخاب و انجام برنامه انتقال حق توسعه باید به آن‌ها توجه شود.

feasibility of using the transfer of development rights in order to preserve gardens and agricultural lands of torghabeh city

gardens and agricultural lands play a significant role in the life of cities; so that urban planners adopt different methods to preserve these lands. one of the efficient methods is the transfer of development rights method. the problem of the research is the unexpected conditions that indicate the lack of use, feasibility and application of new ideas such as the transfer of development rights despite their availability and why this method has not found a suitable place in the literature of urban management in iran. therefore, the aim is to provide an answer for how to use the approach of transferring the development rights of gardens and agricultural lands in torgahbeh city, as well as to identify areas prone to receive development rights based on effective parameters. in terms of the method, the purpose of the research is descriptive and its results are applied in the study sample. the method used in this research was in the section of gathering information and compiling the theoretical bases of documents, and then using the ahp method and obtaining the opinions of experts, the weights of the indicators were calculated and the desired findings were obtained; then the results have been analyzed using arc gis software and its analytical plugins. the results indicate that in the sending areas of the indicators of the annual harvest of all types of basic products in the city, the percentage of residents’ participation and the price of agricultural land have the highest value compared to other indicators for selecting areas. also, among the indicators of receiving regions, infrastructure indicators such as water, electricity and gas are the most important, and besides them, the profit-to-cost ratio and land price are also important, and they should be taken into account when choosing and carrying out the development right transfer program.
