آینده‌پژوهی عوامل موثر بر تحقق‌پذیری مسکن پایدار در کلان‌شهر تهران

در بسیاری از کشورهای توسعه‌یافته تغییر نگرش در نوع برنامه‌ریزی جهت دستیابی به نتایج مطلوب به کار گرفته شده است. از جمله نگرش‌های جدید به امر برنامه‌ریزی، رویکرد آینده‌پژوهی است که امروز در برنامه‌ریزی شهری و همچنین برنامه‌ریزی مسکن مطرح است و به امری ضروری تبدیل ‌شده است. پژوهش حاضر، بر اساس هدف کاربردی، از نظر نوع تحقیق پیمایشی و اسنادی کتابخانه‌ای است و بر اساس نوع ماهیت توصیفی تحلیلی است. هدف پژوهش شناسایی عوامل موثر در برنامه‌ریزی مسکن کلان‌شهر تهران می‌باشد تا در روند بهبود و نتایج مطلوب در آینده برنامه‌ریزی‌ها مثمر ثمر واقع گردد. بدین ترتیب 26 عامل اثرگذار از منابع و طرح‌های معتبر استخراج شد و به وسیله پرسشنامه و مصاحبه از کارشناسان (30 نفر خبره در ارتباط با برنامه‌ریزی مسکن)، میزان اهمیت و ارزش هرکدام از عوامل معین شد و درنهایت 18 عامل به عنوان مهم‌ترین عوامل در چهار دسته اجتماعی، اقتصادی، کالبدی و زیست‌محیطی طبقه‌بندی شد و با استفاده از پرسشنامه دلفی توسط کارشناسان ارزش‌گذاری شد و درنهایت میانگین آن‌ها به عنوان ارزش نهایی با استفاده از تحلیل ساختاری و نرم‌افزار mic mac مورد ارزیابی قرار گرفت. یافته‌های پژوهش نشان می‌دهد که عواملی چون زمین، توسعه عمودی، کیفیت و استحکام مساکن، منابع آب، بحران‌های طبیعی و دسترسی‌ها جزء عوامل اثرگذار می‌باشند که برای هرکدام از عوامل راهبردها و سیاست‌هایی پیشنهاد داده شده است.

future studies of effective factors on sustainable housing in tehran metropolitan

in many developed countries, the change in attitudes towards planning types has been used to achieve the desired outcomes.one of the new attitudes toward the idea of planning is the futuristic approach which today is employed in both urban and housing planning as an essential issue. present study in terms of functional survey, is based on library documentation and in terms of modality is based on analytical-descriptive method. the purpose of the research is to identify the factors affecting housing planning of metropolitan of tehran in order to improve the process of achieving desirable results in the future of planning.thus, 26 effective factors were extracted from valid sources and designs. by questionnaires and interviews with experts (30 experts in relation to housing planning), the significance and value of each factor was determined, and eventually 18 factors were identified as the most important ones among four categories of social, economic, physical and environmental issues. afterwards, they were evaluated by experts using delphi questionnaire. finally, the average of them as final value was evaluated by using structural analysis and mic mac software. research findings show that factors such as land, vertical development, housing quality and strength, water resources, natural disasters and access are the most important factors and for each of them policies and strategies were suggested.
