مطالعه شاخص‌های زیست‌محیطی توسعه پایدار شهری بر اساس استاندارد مدیریت پروژه pmbok(مطالعه موردی شهر اصفهان)

بر اساس آنچه ضرورت حرکت بشر به سمت توسعه پایدار نامیده شده و نیز وجود شهرها و مردمان شهرنشین به عنوان موتور محرک نیل به توسعه پایدار، برای اولین بار هدف مشترکی در سازمان ملل برای توسعه پایدار شهری پیشنهاد شد که همان«ایجاد شهرها و اقامتگاه‌های امن، منعطف و پایدار» می باشد. اما تحقق توسعه پایدار شهری در قالب یک استراتژی کلان برپایه ی مدیریت استاندارد پروژه های شهری در راستای شاخص های پایداری است و بنابراین، در این پژوهش امکان نیل به توسعه پایدار شهری با استفاده از ابزار استاندارد مدیریت پروژه بررسی ‌شده است. بر این اساس پنج مورد از کلان پروژه‌های زیست محیطی شهرداری اصفهان از نقطه‌نظر انطباق با حوزه های ده گانه دانش مدیریت پروژه در استاندارد pmbok و چهار شاخص پایداری توسط طرح پرسش نامه ارزیابی شدند. ابتدا از روش تحلیل سلسله مراتبی جهت تعیین وزن هریک از حوزه ها استفاده‌شده و سپس توسط نرم افزار expert choice پیاده سازی گردید و انطباق پروژه ها با شاخص های چهارگانه توسعه پایدار شهری مورد ارزیابی قرار گرفت. نتایج نشان داد که میانگین امتیاز نهایی برای شاخص های معرفی‌شده زیست محیطی در این تحقیق، میانگین تقریبی شاخص های زیست‌محیطی تحقیقات مشابه و امتیاز اجرای استاندارد پروژه های زیست محیطی شهر اصفهان به ترتیب و تقریب حدود 54، 50 و 48 بوده که حاکی از برآورد نزدیک این امتیازات است. اختلاف اندک میان این نتایج بیان گر این است که تعریف دقیق از پروژه ها مبتنی بر استاندارد پروژه pmbok  می تواند ابزاری برای حرکت در جهت حصول توسعه پایدار شهری باشد. از طرفی، امتیاز نسبی پایین این پروژه ها نسبت به نمره کامل شاخص های پایداری و استاندارد مدیریت پروژه نیز نشان از ضعف در هر دو زمینه دارد.

study on environmental sustainable development indices based on project management pmbok standards (case study:esfahan city)

based on human need toward sustainable development in addition to the cities and citizens phenomena as the main stimulators for moving into sustainability, the united nations suggested a goal as “urban sustainable development” meaning to “make cities and human settlements inclusive, safe, resilient and sustainable”. achieving to urban sustainable development is essentially dealing with conducting “standard project management” a long with sustainable development indices. thus, the main objective of this research was investigation on achieving urban sustainable development through standard project management. for this purpose, five big environmental urban projects were selected based on the city reports and experts’ recommendations. the projects were evaluated based on their compliance with 10 knowledge area of project management body of knowledge guide (pmbok standard) and also based on the four environmental indices in sustainable development goals agenda issued by united nations. for analyzing, the method of “analytic hierarchy process” was applied in order to extract the weight of each pmbok knowledge area for every five projects. the “expert choice” application was also applied to run the method and the results were compared with the results from usd indices. the final results showed that the average scores for “esfahan environmental projects”, “the indices averaged from similar research” and “the averages for pmbok conducting” were 54, 50 and 48, respectively. the slight difference between the averages showed that running urban projects based on the pmbok standard would lead cities toward sustainable development.
