طراحی الگوی سنجش بلوغ حکمرانی هوشمند با روش فراترکیب

پژوهش حاضر با هدف ارائه الگوی سنجش بلوغ حکمرانی هوشمند با روش فراترکیب انجام شده است. روش تحقیق کیفی می‏باشد که جامعه آماری پژوهش را کلیه اسناد علمی، گزارش‏های پژوهشی، پایگاه‏های داده، نشریه‏های داخلی و خارجی در خصوص بلوغ حکمرانی هوشمند که طی سال‏های 2000 تا 2023 (1380 تا 1402) منتشر شده بودند، تشکیل دادند. کلید واژه‏های تحقیق در پایگاه‏های اسکوپوس؛ ساینس دایرکت؛ سید؛ امرالد؛ گوگل اسکالر جستجو شد. با استفاده از روش فراترکیب، ‏99 مقاله کیفی در حوزه شهر الکترونیک، شهر دیجیتال، شهر خلاق، شهر هوشمند و با تحلیل محتوا، ابعاد و کدهای مربوطه استخراج گردید که ‏101 کد در 3 ‏بعد سیاست هوشمند، دولت هوشمند و شهر هوشمند شناسایی شد و میزان اهمیت و اولویت هر یک به روش کمی‏آنتروپی شانون و شاخص کاپا تعیین شد و براساس یافته‏ها مشخص شد کدهای قدرت دموکراسی؛ کسب و کارهای هوشمند؛ انسجام اجتماعی؛ سیاست‌ها و قوانین و مقررات؛ رقابت اقتصادی هوشمند؛ نظام پیشنهادات کارکنان و شهروندان به صورت الکترونیکی؛ استفاده شهروندان از خدمات مجازی؛ انگیزه مدیران و کارکنان؛ دسترسی به فناوری اطلاعات و ارتباطات؛ روحیه پاسخگویی؛ اهمیت عمومی‏حفاظت از محیط زیست و تغییرات آب و هوا؛ مشارکت سیاسی دولت باز و حاکمیت تعاونی دارای بیشترین ضریب اهمیت‌اند. در نهایت پس از طی گام‏های پژوهش، الگوی مناسب بلوغ حکمرانی هوشمند در دو لایه امکان سنجی و ساختار اجرا و لایه حمایتی طراحی بلوغ حکمرانی هوشمند ارائه شد.

designing a model for measuring the maturity of smart governance with the hybrid method

the current research was conducted with the aim of providing a model for measuring the maturity of smart governance with the metacombination method. the research method is qualitative. the statistical population of the research is all scientific documents, research reports, databases, domestic and foreign publications regarding the maturity ofsmart governance published during the years 2000 to 2023. researchkeywords was searched in scopus databases; science direct; sayyed;emerald; google scholar. using the meta-combination method, 99qualitative articles were extracted in the field of electronic city, digitalcity, creative city, smart city; and by content analysis, dimensions, andrelevant codes, and 101 codes were identified in 3 dimensions of smartpolicy, smart government, and smart city, and the degree of importanceand priority of each was determined by shannon's quantitative entropymethod and the kappa index, and based on the findings, and it wasdetermined that the power codes of democracy; smart businesses; socialcohesion; policies and rules and regulations; smart economiccompetition; electronic proposal system for employees and citizens;citizens' use of virtual services; motivation of managers and employees;access to information and communication technology; the spirit ofaccountability; the general importance of environmental protection andclimate change; political participation of the open government, andcooperative governance have the highest coefficient of importance.finally, after going through the steps of the research, the appropriatemodel of smart governance maturity was presented in two layers offeasibility and implementation structure, and the support layer ofintelligent governance maturity design.
