شناسایی ابعاد و مولفه های الگوی عدم اطمینان و ریسک و افزایش انعطاف در تصمیمات بودجه‌بندی سرمایه‌ای با رویکرد اختیار سرمایه‌گذاری

هدف پژوهش حاضر الگویی برای شناسایی عدم اطمینان و ریسک و افزایش انعطاف در تصمیمات بودجه‌بندی سرمایه‌ای با رویکرد اختیار سرمایه‌گذاری می‌باشد. روش پژوهش ازلحاظ هدف کاربردی- توسعه ای و از نظر ماهیت داده کیفی می باشد. جامعه آماری این پژوهش شامل 18 نفر از خبرگان نیروگاهی مجمر که حداقل 10 سال سابقه تدریس و پژوهش و مدیریت در نیروگاه بودند. در این پژوهش از روش نمونه گیری هدفمند استفاده شد. روش گردآوری داده ها مراجعه به اسناد و مدارک، مصاحبه نیمه ساختاریافته می باشد. برای تجزیه‌وتحلیل داده‌ها از نرم افزار atlas ti برای کدگذاری مصاحبه‌ها استفاده شد. براساس نتایج به دست آمده 6 مضمون سازنده و 14 مضمون پایه شناسایی شدند. 6 مضمون سازنده عبارتند از عوامل سیاسی و بین المللی، عوامل قانونی و مقرراتی، عوامل مالی و بودجه‌ای، عوامل فناوری و اطلاعاتی، حوزه ساختار و فرهنگ سازمانی و عوامل اقتصادی. ابعاد عوامل حوزه ساختار و فرهنگ سازمانی عبارتند از: حوزه ساختار و سازماندهی، حوزه منابع انسانی و حوزه مدیریت. ابعاد عوامل فناوری و اطلاعاتی عبارتند از: حوزه محیط فناوری اطلاعات و حوزه اشتراک گذاری اطلاعات.ابعاد عوامل اقتصادی عبارتند از: ساختار اقتصادی و محیط اقتصادی.ابعاد عوامل سیاسی و بین المللی عبارتند از: ساختارو محیط سیاسی و عوامل فراملی و بین المللی. ابعاد عوامل قانونی و مقرراتی عبارتند از: عوامل قانونی عام وکلی و عوامل قانونی خاص. ابعاد عوامل مالی و بودجه‌ای عبارتند از حوزه عوامل انسانی و توانمندی‌های فردی، حوزه الزامات و عوامل درون سازمانی و حوزه عوامل و الزامات برون سازمانی می باشد.

identifying the dimensions and components of uncertainty and risk and increasing flexibility in capital budgeting decisions with the investment option approach

the aim of the present study is to determine a pattern for identifying uncertainty and risk and increasing flexibility in capital budgeting decisions with an investment discretionary approach. the research method is applicabledevelopmental in terms of its purpose, and qualitative in terms of the nature of thedata. the statistical population of this study included 18 power plant experts frommejmar who had at least 10 years of teaching, research, and managementexperience in power plants. purposive sampling was used in this study. the datacollection method was referring to documents and semi-structured interviews.atlas ti software was used to code the interviews for data analysis. based on theresults obtained, 6 constructive themes and 14 basic themes were identified. the 6constructive themes include political and international factors, legal and regulatoryfactors, financial and budgetary factors, technological and information factors,organizational structure and culture, and economic factors. the dimensions of theorganizational structure and culture factors include: the structure and organizationdomain, the human resources domain, and the management domain. thedimensions of the technological and information factors include: the informationtechnology environment domain and the information sharing domain. thedimensions of the economic factors include: the economic structure and theeconomic environment. the dimensions of the political and international factorsinclude: the political structure and environment and transnational and internationalfactors. the dimensions of the legal and regulatory factors include: general legalfactors and specific legal factors. the dimensions of the financial and budgetaryfactors include: the human factors and individual capabilities domain, the intraorganizationalrequirements and factors domain, and the extra-organizationalfactors and requirements domain.
