تحلیل گفتمان توسعه‌ی گردشگری با رویکرد عدالت‌محور و اعتدال

هدف پژوهش حاضر، تحلیل گفتمان توسعه‌ی گردشگری با رویکرد عدالت‌محور و اعتدال می‌باشد. روش پژوهش حاضر تحلیل گفتمان و از نظر هدف کاربردی بود. نمونه‌ی آماری در این پژوهش جمعا 60 متن شامل تمامی متون بیان شده توسط مدیران دولتی در بخش گردشگری در دو دوره‌‌ی تاریخی حاکمیت در جمهوری اسلامی ایران با گفتمان عدالت‌محور و گفتمان اعتدال در دوره‌های 8 ساله بود. جهت گردآوری داده‌ها نیز از روش کتابخانه‌ای استفاده شده است. یافته‌ها نشان داد که مشخصات مدیریت دولتی سنتی شامل: اعمال اقتدار دولت بر تمام بخش‌ها، ساختارهای سلسه‌مراتبی خشک، یکپارچگی مقررات و رویه‌های کاری، جدایی اداره از سیاست و کنترل‌های شدید بودند. همچنین، مشخصات مدیریت دولتی نوین شامل: مقررات‌زدایی، خصوصی‌سازی، تعدیل نیروی انسانی و رقابت بازار بودند. مدیریت گفتمان عدالت‌محور به مدیریت دولتی نوین نزدیک و ویژگی‌هایی از حکمرانی خوب را هم در بر دارد. همچنین، مدیریت گفتمان اعتدال به مدیریت دولتی نوین نزدیک‌تر است و ویژگی‌هایی از مدیریت دولتی سنتی را هم در بردارد.

analyzing the discourse of tourism development with a justice-oriented and moderate approach

the aim of the current research is to analyze the discourse of tourism development with a justice-oriented and moderate approach. the present research method was discourse analysis and applicable in terms of purpose. the statistical sample in this research was a total of 60 texts, including all texts expressed by government managers in the tourismsector in two historical periods of governance in the islamic republic of iran, with justice-oriented discourse and moderation discourse in 8-year periods. the library method was also used to collect data. the findingsshowed that the characteristics of traditional public administration included: applying the authority of the government over all departments,intense hierarchical structures, integrity of regulations and workingprocedures, separation of administration from politics, and strictcontrols. also, the characteristics of modern public administrationincluded: deregulation, privatization, adjustment of manpower, andmarket competition. justice-oriented discourse management is close tomodern public administration and includes features of good governance.also, moderation discourse management is closer to modern publicadministration and includes features of traditional public administration.
