چکیده
|
مقدمه: دستیابی به توسعه پایدار، امری ضروری است که تعاملات بین جامعه و طبیعت به روابط همافزا تبدیل شود. حکمرانی موثر بر منابع طبیعی، بهویژه در زمینه مراتع، نیازمند همکاری و اجماع بین ذینفعان است تا قابلیت سازگاری و پایداری این اکوسیستمها تضمین شود. سرمایه اجتماعی، بهخصوص در قالب اعتماد و مشارکت اجتماعی، نقش کلیدی در موفقیت مدیریت مشارکتی منابع مشترک دارد. در این زمینه، تحلیل شبکههای اجتماعی میتواند ابزار مناسبی برای شناسایی روابط و تعاملات بین کنشگران، تسهیل جریان اطلاعات و تقویت کارایی پروژههای مدیریتی باشد. این پژوهش به بررسی سرمایه اجتماعی در نظام حکمرانی مرتع در سه سامان عرفی و تحلیل ساختار روابط اجتماعی و شناسایی کنشگران کلیدی پرداخته است.مواد و روشها: در این تحقیق روابط اجتماعی میان مرتعداران در سه سامان عرفی احمدآباد، فرک و نوبهار واقع در شهرستان تفرش بررسی شده است. برای جمعآوری دادهها، از رویکرد تحلیل شبکههای اجتماعی بهصورت پیمایشی استفاده شد که شامل طراحی پرسشنامهای بر مبنای پیوندهای اعتماد و مشارکت بین مرتعداران به روش شبکه کامل بود. این پرسشنامه با استفاده از مقیاس لیکرت تنظیم و در جامعه هدف با تعداد 33 مرتعدار توزیع و تکمیل شد. برای تجزیه و تحلیل دادهها از نرمافزار ucinet بهره گرفته شد و شاخصهای مرکزیت درجه، مرکزیت بینابینی، مرکزیت مجاورت و چالههای ساختاری برای شناسایی کنشگران کلیدی و تحلیل روابط بین آنها مورد استفاده قرار گرفت. تحلیل این شاخصها به شناسایی بازیگران کلیدی در هر سامان عرفی و بررسی نقش آنها در تسهیل جریان اطلاعات، افزایش مشارکت و ارتقای حکمرانی مراتع کمک نموده و امکان درک عمیقتری از ساختار اجتماعی بهرهبرداران و تاثیر آن بر مدیریت مرتع را فراهم میآورد.نتایج و بحث: نتایج تحلیل شبکههای اجتماعی در این پژوهش نشان داد که ساختار شبکههای اجتماعی در سه سامان عرفی احمدآباد، فرک و نوبهار از نظر سطح مشارکت، اعتماد و نقش کنشگران کلیدی تفاوتهای معنی داری دارد. نتایج مشخص کرد کدام کنشگران در هر سامان عرفی، نقش کلیدی در شبکههای اجتماعی ایفا کرده و میتوانند تاثیر عمدهای بر همکاریها و تبادل اطلاعات داشته باشند. در سامان عرفی احمدآباد، کنشگر bh-ag با بیشترین مرکزیت درجه ورودی یک بازیگر کلیدی در دریافت اطلاعات و تصمیمگیریهای جمعی است، در حالیکه کنشگر hs-sd با داشتن مرکزیت خروجی بالا، دارای نفوذ اجتماعی و ارتباطات موثر در شبکه است. این نتایج نشان میدهد که تقویت نقش این کنشگران میتواند به افزایش سازگاری مدیریت مرتع و تسهیل در تصمیمگیریهای جمعی کمک کند. نتایج شاخصها در سامان عرفی فرک، تفاوت زیادی را نشان نداد و نبود تنوع در مقدار شاخصهای این شبکه میتواند نشاندهنده ضعف در ایجاد روابط جدید و نوآورانه باشد. در سامان عرفی نوبهار، کنشگر zy-kh بهعنوان کلیدیترین بازیگر شناسایی شد و نتایج مشارکت و اعتماد نشاندهنده پیچیدگی و تنوع ساختار شبکه است.نتیجهگیری: در سامان عرفی فرک، اعتماد و روابط قوی میان کنشگران وجود دارد که همکاری و مشارکت موثری را تسهیل میکند. این شبکه بهدلیل مشارکت بالا و شفافیت در تصمیمگیریها، موفقترین حالت حکمرانی مشارکتی را تجربه میکند، اما نیاز به نوآوری وجود دارد. در سامان عرفی نوبهار، اعتماد و تمایل کنشگران به مشارکت نیز قوی است و فرآیندهای موجود به ایجاد حس مسئولیتپذیری میانجامد. با این وجود، برای بهبود مدیریت منابع طبیعی، برنامههای توانمندسازی ضروری است. سامان عرفی احمدآباد با چالشهایی در روابط و اعتماد میان کنشگران مواجه است، که بر همکاریها تاثیر منفی میگذارد. نیاز به بهبود شفافیت و توانمندسازی کنشگران از طریق آموزش و کارگاهها محسوس است. بهطور کلی، سامان عرفی فرک موفقترین نتیجه را در حکمرانی مشارکتی دارد، در حالی که نوبهار وضعیتی مطلوب و احمدآباد به تقویت ابعاد اجتماعی و مشارکت نیاز دارد. تقویت این ابعاد اجتماعی در کلیه این سامانهای عرفی میتواند به بهبود مدیریت منابع طبیعی و ارتقاء حکمرانی مشارکتی کمک کند.

Abstract
|
introduction: achieving sustainable development requires transforming society-nature interactions into synergistic relationships. effective governance of natural resources, particularly rangelands, requires collaboration and consensus among stakeholders to ensure the adaptability and sustainability of these ecosystems. social capital, particularly trust and social participation, plays a crucial role in the successful participatory management of common-pool resources. in this context, social network analysis emerges as a valuable tool for identifying relationships and interactions among actors, facilitating the flow of information, and enhancing the effectiveness of management initiatives. this study analyzes social capital in rangeland governance across three customary jurisdictions, focusing on social network structures and key actors. materials and methods: this study investigates the social relationships among rangeland users in three customary rangeland management units—ahmadabad, fark, and nobahar—located in tafresh county. data were collected via full-network social network analysis (sna). a likert-scale questionnaire assessed trust and participation ties among 33 rangeland users. data analysis was performed using ucinet software, applying key network metrics such as degree centrality, betweenness centrality, closeness centrality, and structural holes to identify key actors and analyze their relationships. the findings highlight influential actors within each rangeland management unit and their role in facilitating information flow, enhancing participation, and improving rangeland governance. this study provides a deeper understanding of the social structure of rangeland users and its implications for sustainable rangeland management. results and discussion: sna revealed significant differences in social network structures across ahmadabad, fark, and nobehar, particularly in participation, trust, and key actors' roles. the findings identified the central actors in each rangeland unit's social network and their influence on cooperation and information exchange. in ahmadabad, the actor bh-ag, with the highest in-degree centrality, was recognized as a key player in receiving information and facilitating collective decision-making. eanwhile, the actor hs-sd, with high out-degree centrality, demonstrated strong social influence and effective communication within the network. these results suggest that empowering these actors could enhance the adaptability of rangeland management and facilitate collective decision-making. fark's homogeneous network metrics suggest limited innovation in relationship-building. in nobahar, the actor zy-kh emerged as the most influential player, while the participation and trust metrics reflected a complex and diverse network structure. conclusion: in fark, there exists a strong foundation of trust and relationships among stakeholders that facilitates effective collaboration and participation. this network represents the most successful instance of collaborative governance, characterized by high levels of participation and transparency in decision-making; however, there is a pressing need for innovation. in nobahar, the trust and willingness to participate among stakeholders are also robust, fostering a sense of responsibility through established processes. nonetheless, empowerment programs must enhance natural resource management. in contrast, ahmadabad faces challenges related to the relationships and trust among stakeholders, which negatively impacts cooperation. enhancing transparency and empowering stakeholders through educational initiatives and workshops is crucial. fark exemplifies successful collaborative governance; nobahar shows promise, while ahmadabad lags in social participation and trust. strengthening these social dimensions across all jurisdictions has the potential to significantly enhance natural resource management and collaborative governance.
