بحث افزایش راندمان و بهبود عملکرد اجرایی ساخت و ساز از دیرباز از اهداف و دل مشغولی‌های نهاد‌های نظارتی همچون شهرداری و سازمان نظام مهندسی بوده است. در نگاه اول آنچه از نظارت اجرایی برداشت می‌شود، حضور ناظر اجرایی ساختمان به عنوان مسئول اصلی تضمین کیفیت اجرایی ساختمان است، اما در واقعیت عوامل بیشماری در پشت پرده اجرایی ساختمان هستند که باعث افت کیفیت نظارت اجرایی و در نهایت افت کیفیت اجرایی یک ساختمان می‌شوند. عواملی که به علت حضور در روند اجرایی ساختمان و قرار نگرفتن در منصب مجری یا ناظر یا هرگز به چشم نمی‌آیند و یا در صورت دیده شدن سهمی در افت کیفیت اجرا و متعاقب آن نظارت اجرایی برای آنها قائل نمی‌شوند. هدف اصلی این مقاله، مروری بر نقش تعریف شده مهندس ناظر از طرف سازمان نظام مهندسی در حیطه ساختمان، بررسی عوامل متعدد در افت کیفیت نظارت اجرایی توسط داده های آماری کسب شده از سطح جامعه در ده دسته جداگانه به همراه سی و پنج زیر رده با ذکر میزان هر یک و در نهایت پشنهاداتی در جهت افزایش راندمان نظارت اجرایی می باشد. این مقاله از نوع مروری بوده و در نگارش آن از منابع معتبری همچون کتب و مقالات استفاده شده است.

executive supervision, heavy responsibility with closed hands

the issue of increasing efficiency and improving the executive performance of construction has been one of the goals and concerns of regulatory bodies such as the municipality and the engineering system organization. at first, what is taken from the executive supervision concept is that the presence of the building’s supervisor is the main responsibility for ensuring the building’s quality. but in reality, there are countless factors behind of a building construction process that cause a decrease in the quality of executive supervision and ultimately a decrease in the executive quality of a construction. the main purpose of this article is to review the defined role of the supervising engineer by the engineering system organization in the field of construction, to examine various factors in the decline in the quality of executive supervision by statistical data obtained from the community and finally suggestions to increase the efficiency of executive supervision.
