تعیین و اولویت بندی علل تاخیرات زمانی در پروژه های زیرساخت در صنعت پتروشیمی با استفاده از تحلیل سلسله مراتبی

پروژه های پتروشیمی و حوزه های انرژی رسانی به اقصی نقاط کشور هم از لحاظ استراتژیکی و هم از نظر اقتصادی به دلیل حجم عمده بودجه اختصاصی از اهمیت بسیار بالایی برخوردارند.در سال های اخیر به دلیل نوسانات همکاری بین شرکت های داخلی و شرکت های پیمانکار، مشاور و سرمایه گذار خارجی تحت تاثیر تحریم ها، این پروژه ها با تاخیرای مواجه شده اند که این پژوهش تلاش دارد عوامل موثر بر آن را شناسایی و جهت ارائه ی راهکارهای مناسب اجرایی به مدیران تصمیم گیر و حذف آن عوامل به کاهش تاخیرات در پروژ های زیربنایی صنایع نفت و گاز کمک کند. این روزها در دنیا خصوصا در کشورهای در حال توسعه به کار گیری قراردادهای در جهت کاهش تاخیرات در پروژه ها و افزایش عملکرد و مهندسی ارزش مورد توجه قرار گرفته است. با این حال در کشور ما علیرغم به کارگیری این روش، محدودیت های بین المللی شامل تحریم باعث بروز مشکلاتی شده است که در این تحقیق به آنها می پردازیم. با استفاده از مطالعه منابع موجود لیستی از عوامل موثر بر تاخیرات تهیه و با استفاده از نظر خبرگان این عوام مورد اجماع نظر و تایید آنها قرار گرفت. سپس با تهیه پرسشنامه مقایسه زوجی آنلاین این فاکتورها مورد اولویت بندی قرار گرفته و با استفاده از روش تاپسیس تحلیل سلسله مراتبی صورت پذیرفت. نتایج بیانگر این بود که یافتن و عقد قرار داد با سرمایه گذار خارجی بیشترین تاثیرگزاری و تاخیر در برگزاری مناقصات کمترین تاثیر را بر تاخیرات بوجود آمده در پروژه های زیر ساخت صنعت نفت و گاز کشور را داراست.

determining and prioritizing the causes of delays in infrastructure projects in the petrochemical industry using hierarchical analysis

petrochemical projects and energy supply areas in all parts of the country are both strategically and economically very important due to the large volume of dedicated budget. in recent years, due to fluctuations in cooperation between domestic companies and contractors, consultant and foreign investor under the influence of sanctions, these projects have been delayed. this study tries to identify the factors affecting it and to provide appropriate executive solutions to decision-makers and eliminate those factors to reduce delays in the project. help the oil and gas industry infrastructure. nowadays, in the world, especially in developing countries, the use of contracts to reduce delays in projects and increase performance and value engineering has been considered. however, in our country, despite the use of this method, international restrictions, including sanctions, have caused problems that we address in this study. using the study of available sources, a list of factors affecting the delays was prepared and using the opinion of experts, these commoners agreed and approved them. then, by preparing an online pairwise comparison questionnaire, these factors were prioritized and hierarchical analysis was performed using topsis method. the results showed that finding and concluding a contract with a foreign investor has the greatest impact and delays in holding tenders have the least impact on delays in infrastructure projects in the country’s oil and gas industry.
