ارائۀ الگوهای فناورانه برای توسعۀ شهر هوشمند در تهران با استفاده از تکنیک دیماتل

در دنیای امروز، افزایش جمعیت شهرها و پیچیدگی‌های مدیریت شهری، چالش‌های فراوانی را برای جوامع شهری به همراه آورده است. پاسخ به این چالش‌ها و ارتقای کیفیت زندگی شهروندان از اهداف اصلی نهادهای مدیریتی شهرها است. در این راستا، توسعۀ شهرهای هوشمند به ‌عنوان راه‌حلی نوین و موثر مطرح شده و توجه زیادی به خود جلب کرده است، چرا که توسعۀ شهر هوشمند به عنوان یک پدیدۀ چند‌بعدی و چالش‌برانگیز، اهمیت زیادی در بُعد‌های اجتماعی، اقتصادی، و زیست‌محیطی دارد. از طرفی، با توجه به افزایش جمعیت شهری و رشد زیاد شهرنشینی، نیاز به مدیریت هوشمند و بهینۀ منابع و خدمات شهری از اهمیت فراوانی برخوردار است. این پژوهش با هدف ارائۀ الگوی معیارهای فناورانه برای توسعۀ شهر هوشمند، با تاکید بر ابعاد فناورانه و با تمرکز بر شهر تهران انجام شده است.مواد و روش‌هابرای دستیابی به این هدف، نخست اطلاعات از طریق روش‌های مطالعات کتابخانه‌ای و مقالات شبکۀ جهانی اطلاعات جمع‌آوری شد. سپس، با استفاده از تحقیقات میدانی یعنی تدوین پرسشنامه به منظور توصیف دیدگاه جامعه مورد پژوهش بهره گرفته خواهد شد. در این پژوهش از سه پرسشنامه استفاده شد: پرسشنامۀ اول روش دلفی فازی که به تعیین ابعاد و معیارهای اصلی شهر هوشمند به کار گرفته شد که در این راستا، هفت بعد اصلی شامل مردم هوشمند، محیط هوشمند، اقتصاد هوشمند، زندگی هوشمند، حمل‌و‌نقل هوشمند، فناوری و زیرساخت، و حکمرانی و مدیریت هوشمند شناسایی و مورد بررسی قرار گرفتند. ابتدا، تکنیک دلفی فازی برای غربال‌سازی معیارها و شناسایی معیارهای اساسی به‌ کار گرفته شد. سپس، پرسشنامۀ دوم با استفاده از روش دیمتل، شدت و جهت روابط میان معیارها تعیین شد و معیارهای تاثیرگذار و تاثیرپذیر شناسایی شدند. در نهایت، با پرسشنامۀ سوم روش بهترین بدترین، وزن معیارها و زیرمعیارها محاسبه و اولویت‌بندی نهایی ارائه شد.یافته‌هانتایج این پژوهش نشان داد معیارهای حکمرانی و مدیریت هوشمند، فناوری و زیرساخت هوشمند و اقتصاد هوشمند به ‌عنوان مهم‌ترین معیارهای تاثیرگذار در توسعۀ شهر هوشمند در تهران شناخته می‌شوند، در حالی که معیار زندگی هوشمند بیشترین تاثیرپذیری را دارد. بنابراین، معیارهای حکمرانی و مدیریت هوشمند با رتبۀ 1، فناوری و زیرساخت هوشمند با رتبۀ 2 و اقتصاد هوشمند با رتبۀ 3 به‌ عنوان مهم‌ترین معیارهای تاثیرگذار در توسعۀ شهر هوشمند در تهران شناخته می‌شوند، در حالی که معیار زندگی هوشمند با رتبۀ 7 و محیط هوشمند با رتبۀ 6 بیشترین تاثیرپذیری را دارد. زیرساخت‌های فناوری اطلاعات و ارتباطات در تهران به پیشرفت‌های بیشتری نیاز دارد تا بتواند به یک شبکۀ هوشمند گسترده تبدیل شود.یافته‌های این پژوهش نشان می‌دهند توسعۀ شهر هوشمند در تهران با توجه به شاخص‌های حکمرانی هوشمند، زیرساخت‌های فناوری اطلاعات و ارتباطات، اقتصاد هوشمند، و کیفیت زندگی می‌تواند به میزان زیادی به الگوهای موفق در سایر کشورها نزدیک شود. با بررسی شاخص‌های مشابه در شهرهای پیشرو مانند سنگاپور، سئول و هلسینکی، ضعف‌ها و قوت‌های تهران قابل ارزیابی است.نتیجه‌گیریپژوهش حاضر نشان می‌دهد تهران در مقایسه با سایر شهرهای هوشمند جهان، نیازمند سرمایه‌گذاری بسیار بالا در حوزه‌های مختلف از جمله حکمرانی هوشمند، زیرساخت‌های فناوری، اقتصاد هوشمند و کیفیت زندگی است. بر اساس یافته‌های این پژوهش، با توجه به وجود ظرفیت‌های بالقوه در تهران، می‌توان از تجارب موفق دیگر شهرها در توسعۀ شهر هوشمند استفاده کرد و برنامه‌های مشابهی را برای تهران پیاده‌سازی کرد.بر اساس یافته‌های پژوهش، زیرساخت‌های فناوری در تهران هنوز در مراحل اولیۀ توسعه قرار دارند و استفاده از فناوری‌های پیشرفته‌ای نظیر iot به شکل گسترده در سطح شهر هنوز محقق نشده است. لذا، افزایش سرمایه‌گذاری در این حوزه می‌تواند به افزایش کارایی شهری و کاهش مشکلات محیطی کمک کند.

presenting technological models for developing a smart city in tehran using the dimatel technique

in today’s world, the increase in the population of cities and the complexity of urban management have brought many challenges to urban communities. responding to these challenges and improving the quality of life of citizens are the main goals of city management institutions. in this regard, the development of smart cities has been proposed as a new and effective solution and has attracted a lot of attention. the development of a smart city as a multidimensional and challenging phenomenon is of great importance in social, economic, and environmental dimensions. on the other hand, given the increase in urban population and the growth of urbanization, the need for smart and optimal management of urban resources and services is of great importance. this research aims to provide a model of technological criteria for the development of a smart city, emphasizing technological dimensions and focusing on the city of tehran.materials and methodsto achieve this goal, first, information was collected through library studies and articles on the world wide web, then field research, i.e., compiling a questionnaire, will be used to describe the viewpoint of the research community. in this study, three questionnaires were used. the first questionnaire was the fuzzy delphi method, which was used to determine the main dimensions and criteria of a smart city. in this regard, seven main dimensions including smart people, smart environment, smart economy, smart life, smart transportation, technology and infrastructure, and smart governance and management were identified and examined. initially, the fuzzy delphi technique was used to screen the criteria and identify the basic criteria. then, the second questionnaire was used to determine the intensity and direction of the relationships between the criteria using the demet method, and the influential and influential criteria were identified. finally, with the third questionnaire, the best-worst method, the weights of the criteria and sub-criteria were calculated, an, including smart people, smart environment, smart economy, smart life, smart transportation, technology and infrastructure, and smart governance and management,d the final prioritization was presented.findingsthe results of this study showed that the criteria of smart governance and management, smart technology and infrastructure, and smart economy are recognized as the most important influential criteria in the development of a smart city in tehran, while the criterion of smart life has the most influence. therefore, the criteria of smart governance and management with rank 1, smart technology and infrastructure with rank 2, and smart economy with rank 3 are recognized as the most critical influential criteria in the development of a smart city in tehran, while the criterion of smart life with rank seven and smart environment with rank 6 has the most influence. information and communication technology infrastructure in tehran needs further improvements in order to become a widespread smart network.
