بررسی میزان مطلوبیت مستندات حقوقی مرتبط با مطالعات و پژوهش در شهرداری تهران از نگاه متخصصین

مدیریت یک شهر، مستلزم برنامه‌ریزی برای آن می‌باشد. تصمیم‌گیری و برنامه‌ریزی نیز فرآیند پیچیده‌ای است؛ به‌خصوص زمانی که در یک مقیاس بزرگ‌تر همانند شهر باشد. مدیریت شهر در صورتی موفق خواهد بود که مقدمات لازم جهت این امر انجام بگیرد. انجام پژوهش در این زمینه قطعا کمک بزرگی به فرآیند برنامه‌ریزی برای مدیریت یک شهر خواهد کرد و قوانین و مقرراتی که در زمینه پژوهش‌های شهری وجود دارند نیازمند توجه بیشتری هستند. در این میان، دو نهاد شهرداری و مرکز مطالعات و برنامه‌ریزی شهر تهران در راستای هم اقدامات بسیاری جهت انجام پروژه‌ها و طرح‌ها انجام داده‌اند. هدف این تحقیق، بررسی قوانین و مقررات موجود در رابطه با مطالعات و پژوهش‌های شهری و ایجاد یک پشتوانه حقوقی برای آن‌ها است. بنابراین در ابتدا با بررسی متن این قوانین و دسته‌بندی و جمع‌بندی آن‌ها و سپس با استفاده از روش مصاحبه عمیق با متخصصین و خبرگان، مشکلات قوانین شناسائی و جهت رفع نواقص آن‌ها پشنهاداتی ارائه می‌شود.

managing a city requires planning for it. decision making and planning is also a complex process; especially when it is like a city on a larger scale. the city administration will be successful if the necessary arrangements are made for this. doing research in this area will definitely help a lot in the planning process for managing a city, and the rules and regulations that exist in the field of urban research need more attention. in the meantime, the two municipal institutions and the center for studies and planning of the city of tehran have taken many measures to carry out projects and plans. the purpose of this study is to review the existing laws and regulations related to urban studies and research and to provide a legal basis for them. therefore, first by examining the text of these rules and classifying and summarizing them, and then by using the method of in-depth interviews with experts and experts, the problems of the rules are identified and suggestions are made to address their shortcomings.
