اولویت‏ بندی و امکان‌سنجی مالی اقتصادی رسته ‏های صنفی منتخب و عملکردهای مجاز به استقرار در باغ‌های شهر تهران

طی سال‌های اخیر در کشورهای در‌ حال‌توسعه، اتخاذ سیاست‌های مربوط به حمایت از باغات، به منظور حمایت از محیط‌زیست، از اولویت برنامه‌ریزی مدیران شهری قلمداد می‌شود. رشد سریع شهرنشینی و به دنبال آن افزایش مشکلات زیست‌محیطی اهمیت مفاهیمی چون کیفیت زندگی را بیشتر نمایان نموده است. در این میان، فضاهای سبز شهری به ویژه باغات دارای ویژگی‌هایی است که آنها را به فضاهای مناسبی برای ارتقای کیفیت زندگی انسان تبدیل می‌کند. به‌همین‌منظور و در راستای صیانت از باغات شهر تهران، بر اساس مصوبه ابلاغی شورای اسلامی شهر تهران به شماره 160/2309/7165 مورخ 1396/04/03 در خصوص ساماندهی، صیانت و حفاظت از باغات و اراضی مشجر شهر تهران ضوابطی در قالب یک لایحه پیشنهادی با عنوان بازنگری و اصلاح دستورالعمل ماده 14 قانون زمین شهری جهت تصویب به شورای عالی شهرسازی و معماری پیشنهاد شده است. بر این اساس تحقیق حاضر با استفاده از روش pestel ابتدا محیط کلان کاربری‌ها را ارزیابی و سپس با روش تحلیل هزینه-فایده به بررسی توجیه مالی کاربری‌های مجاز به استقرار در باغات منطقه‌یک شهر تهران و مقایسه آنها با طرح احداث ساختمان پرداخته است. نتایج نشان می‌دهد که کسب‌و‌کارهای منتخب بر اساس محیط کلان کسب‌و‌کار شامل باغ‌تالار، سرای‌سالمندان، مجتمع نمایش‌و‌فرهنگ و مرکز ورزش‌و‌تندرستی هستند. بر اساس نتایج به دست آمده، اگرچه طرح احداث بنا دارای توجیه مالی مناسبی است ولی طرح‌های سرای‌سالمندان، باغ‌تالار و مرکز ورزش‌و‌تندرستی و مجتمع نمایش‌و‌فرهنگ در شرایطی قرار دارند که با استفاده از مشوق‌هایی از توجیه‌پذیری مالی بهتری نیز برخوردار خواهند شد و قابلیت رقابت با کاربری‌های احداث ساختمان را پیدا خواهندکرد.

prioritization and economic feasibility of selected business that allowed to be established in tehran's orchards

in recent years, in developing countries, adopting policies to protect orchards and protect the environment is considered a priority for urban managers. the rapid growth of urbanization and the consequent increase in environmental problems have further highlighted the importance of concepts such as quality of life. meanwhile, urban green spaces, especially gardens, have features that make them suitable for improving the quality of human life. for this purpose and in order to protect the orchards of tehran, according to the notification of the islamic council of tehran no. 7165/2309/160 dated 04/03/2017 regarding the organization, protection and protection of gardens and lands of the city of tehran in the form of rules a proposed bill entitled revision and revision of the guidelines of article 14 of the urban land law has been proposed to the supreme council of urban planning and architecture for approval. based on this, the present study, using the pestel method, first evaluates the macro environment of the applications and then uses the cost-benefit analysis method to examine the financial justification of the authorized users to be established in the orchards of tehran and compare them with the construction plan. the result shows that the selected businesses based on the macro-business environment include the garden restaurant, the retirement home, the cultural and exhibition complex, and the sports and health center. according to the results, although the construction of the building has a good financial justification, but the plan of the retirement home, garden restaurant and sports and health center and cultural and exhibition complex are in a beneficial situation with some motivations.
