باشگاه سازندگان؛ پیشنهادی برای معاونت شهرسازی و معماری شهرداری تهران برای ایجاد رونق در بازار مسکن

رکود ساخت مسکن در شهر تهران، تورم افسارگسیختۀ قیمت مسکن و اجاره، و نبود سازوکارهای محرک و کنترل کننده، وضعیت مسکن را هم از نظر کمّی و هم از نظر کیفی در این شهر با چالش مواجه ساخته است. در تحقیق حاضر تلاش شده است اقدام از سوی شهرداری برای رونق ساخت وساز مسکن، با هدف جبران تاثیرات اقتصادی حاکم بر رکود ساخت، هم برای کمک به جامعۀ سازندگان حرفه ای و هم برای تامین مسکن قابل استطاعت برای گروه های خاص، بررسی و پیشنهاد شود. در تحقیق حاضر، بر اساس روش آماری و بررسی نتایج عددی ابعاد مسکن و همچنین، مصاحبه با سازندگان حوزۀ مسکن و نظرسنجی از مدیران معاونت شهرسازی و معماری شهرداری تهران، به بررسی و تحلیل مشکلات موجود در این حوزه و راهکارهایافزایش نقش تسهیلگری شهرداری بر رونق ساخت وساز مسکن پرداخته شده است. راهکارهای ارتقای عملکرد تسهیلگرانۀ شهرداری در این امر در دوازده پیشنهاد ارائه شده و راه اندازی باشگاه سازندگان به عنوان یکی از راهکارهای پیشنهادی، در این گزارش بررسی و تشریح شده است.

builders club; proposal for the deputy of urban planning and architecture of tehran municipality to create prosperity in the housing market

the stagnation of housing construction in tehran, the huge inflation of house prices and rents, and the lack of stimulus and controlling mechanisms havechallenged the housing situation both quantitatively and qualitatively in this city. in the present study, measures taken by the municipality to prosper housing construction, with the aim of compensating for the economic effects of the recession, both to help the community of professional builders and toprovide affordable housing for certain groups, can be reviewed and suggested. in this research, based on statistical method and numerical results of housingdimensions, as well as interviews with housing developers and survey of managers of tehran municipality’s deputy of urban planning and architecture,the problems in this area and strategies to increase the role of municipality facilitation on the housing construction have been investigated. the strategiesfor improving the facilitator performance of the municipality in this regard are presented in twelve proposals and the establishment of the builders club has been reviewed and described in this report as one of the proposed solutions.
