ابزارهای تامین مالی و عوامل موثر بر مشارکت مردم در بهسازی محیطی شهر سبز ‌(فراتحلیلی بر مطالعات انجام‏شده در ایران)

امروزه، شهرها با چالش‏های اساسی ساختاری مانند ارتقای توسعۀ بازارهای داخلی و افزایش روند مهاجرت روبه‏رو هستند که به تحمیل آثار منفی مانند آلودگی‏های محیط زیستی، تراکم جمعیت و گسترش نامتوازن شهرها در زمینۀ ارائۀ خدمات منجر شده است. در این میان، بازآفرینی شهری به عنوان یکی از ارکان شهر پایدار یا شهر سبز، اهمیت زیادی دارد. در فرایند بازآفرینی شهری نیز تامین منابع مالی یکی از استراتژی‏های مهم و ارکان اجرای طرح‏های بهسازی و نوسازی محسوب می‏شود. از این‏رو، هدف مطالعۀ حاضر آن است که با مروری بر مطالعات داخلی روش‏های تامین مالی پروژه‏های نوسازی بافت فرسوده، بتوان به مجموعه‏ای از تجارب و مولفه‏های اثرگذار بر موفقیت آن‏ها دست‏یافت. بنابراین، در پژوهش حاضر با توجه به وسعت موضوع و تعدد مطالعات در این حوزه، با استفاده از روش کتابخانه‏ای، مروری و اسنادی، به بررسی و تحلیل روش‏های تامین مالی بازآفرینی بافت فرسودۀ شهری، مولفه‏های اثرگذار بر انتخاب آن‏ها و همچنین، مباحث مرتبط با مشارکت مردم در این حوزه پرداخته ‏شده است. نتایج نشان داد ساختار تامین مالی استفاده‏شده براى پروژۀ نوسازی ممکن است در یک شهر و حتی منطقه به دلیل قوانین و شرایط خاص آن موثر نباشد؛ در حالی ‏که به‏طور موثرى در مناطق دیگر قابل‏ استفاده باشد. بنابراین، انتخاب روش تامین مالی مناسب، به شرایط هر پروژه و ویژگی‏های منطقۀ میزبان بستگی دارد. همچنین، در بیشتر مطالعات فقط به رتبه‏بندی روش‏های تامین مالی و بررسی عوامل موثر بر انتخاب ابزارهای یادشده پرداخته ‏شده است. این در حالی است که به ضعف‌ها و قوت‌های استراتژی‏های تامین مالی نوسازی و بهسازی شهری پرداخته نشده است که باید به‏عنوان پیش‏نیاز رتبه‏بندی روش‏های تامین مالی در مطالعات آتی در نظر گرفته شود.

financing tools and factors affecting people’s participation in environmental rehabilitation of green city (meta-analysis of studies in iran)

today, cities face major structural challenges, such as improving the development of domestic markets and increasing the migration process, which has led to the imposition of negative effects such as environmental pollution, population density, and the unbalanced expansion of cities in the provision of services. in this regard, urban regeneration is important as one of the pillars of a sustainable or green city. in the process of urban regeneration, financing is one of the most important strategies for upgrading and renovating projects. therefore, the aim of this study is to review the internal experiences of the financing methods of urban worn-out textures renovation projects, to obtain a set of experiences and components that affect their success. therefore, in the present study, considering the breadth of the subject and the number of studies in this field, library, and review and documentary methods was used to study and analysis of urban worn out textures renewal financing methods, the components affecting their selection and also issues related to people participation in restoration of worn-out urban textures. the results showed that the financing structure used for the renovation project may not be effective in the city or even in the region due to its specific rules and conditions; while it can be used effectively in other areas. therefore, the choice of the appropriate financing method depends on the conditions of each project and the characteristics of the host region. moreover, most studies have been addressed only the factors affecting financing methods and ranking of financing methods. however, the strengths and weaknesses of the financing strategies for urban upgrading and renovating which are needs to be considered as a prerequisite for the ranking of financing methods in future studies have not been addressed.
