الگوی راهبردی امنیت مردم پایه در تراز تمدن نوین اسلامی مبتنی بر رفتارشناسی شهید حاج قاسم سلیمانی در محیط های چند فرهنگی

امنیت به‌عنوان یکی از ارکان اساسی بقای جامعه، نقش حیاتی در تحقق تمدن نوین اسلامی دارد و سیاست‌گذاران امنیتی در هر جامعه‌ای به این موضوع توجه دارند. در این راستا، تفاوت میان امنیت به معنای عام و رویکرد تمدنی آن ضروری است؛ زیرا در نگاه تمدنی، هدف نهایی باید برپایی و استقرار تمدن نوین اسلامی باشد. در این مقاله، با تاکید بر رفتارشناسی شهید سلیمانی، الگویی برای سیاست‌گذاری امنیتی مردم‌پایه در تراز تمدن نوین اسلامی ارائه شده است. این نوشتار، که نتیجه یک تحقیق پیمایشی است، به بررسی ارتباط بین امنیت و تمدن نوین اسلامی می‌پردازد و مراحل ایجاد امنیت مردم پایه در تراز تمدن نوین اسلامی را تحلیل نموده است. در پایان، الگویی مفهومی-راهبردی از امنیت مردم پایه در تراز جامعه زمینه‌ساز تمدن نوین اسلامی مبتنی بر رفتارشناسی شهید سلیمانی ارائه گردیده است. این تحقیق که بر اساس روش داده بنیاد انجام گرفته نشان می‌دهد که رفتار شهید سلیمانی، به‌ویژه در زمینه همدلی، صداقت و ایثارگری،  به‌عنوان الگوی مدیریتی در سیاست‌گذاری امنیتی مورد توجه افراد در محیط‌های چند فرهنگی بوده و ازجمله عوامل کلیدی در ایجاد امنیت پایدار به شمار می‌آید.

security، as one of the fundamental pillars of a society's survival، plays a vital role in realizing the new islamic civilization، and security policymakers in every society emphasize this issue. in this regard، distinguishing between security in its general sense and its civilizational approach is essential، as the ultimate goal in a civilizational perspective must be the establishment and consolidation of the new islamic civilization. this article، emphasizing the behavioral analysis of martyr soleimani، presents a model for people-centered security policymaking aligned with the standards of the new islamic civilization. this study، which is the result of survey research، examines the relationship between security and the new islamic civilization and analyzes the stages of establishing people-centered security at the level of the new islamic civilization. in conclusion، a conceptual-strategic model of people-centered security in a society that lays the groundwork for the new islamic civilization—based on the behavioral analysis of martyr soleimani—has been proposed. this research، conducted using the grounded theory method، demonstrates that martyr soleimani's conduct—particularly in terms of empathy، sincerity، and self-sacrifice—has been regarded as a managerial model in security policymaking among individuals in multicultural environments and is considered one of the key factors in establishing sustainable security.
