تبیین چالش های اجتماعی مدیران محلی در فرایند توسعه پایدار روستایی (مطالعه موردی: روستاهای شهرستان شفت)

نقش مدیران محلی در توسعه پایدار سکونتگاه های روستایی غیر قابل انکار است. مدیران محلی با توجه به بحث توسعه پایدار می توانند زمینه رفاه اجتماعی و مطلوبیت اقتصادی در نواحی روستایی را فراهم و مانع از بروز مشکلات شناخته شده در  این نواحی شوند. هدف پژوهش حاضر تعیین چالش های اجتماعی مدیران محلی (دهیاران و شوراهای اسلامی) روستاهای شهرستان شفت در فرایند توسعه پایدار روستایی است. از این رو پژوهش حاضر از نظر هدف کاربردی و از نظر ماهیت و روش انجام کار توصیفی- تحلیلی است. اطلاعات مورد نیاز از طریق منابع اسنادی و مطالعات میدانی بدست آمده است. جامعه آماری این پژوهش شامل   مدیران محلی 94 روستای دارای سکنه شهرستان شفت بوده که از روش تمام شماری اقدام به تکمیل پرسشنامه شده است. نتایج نشان داد که مهمترین چالش های اجتماعی مدیران محلی در روستاهای شهرستان شفت شامل امنیت، آموزش، مشارکت، مهاجرت، اعتماد، نارسایی های اجتماعی و سرمایه گذاری هستند و چالش سرمایه گذاری با بار عاملی 0.848 بیشترین تاثیر را بر فرایند توسعه پایدار دارد. تشویق به مشارکت و همکاری روستاییان در نگهداری و بهره برداری ازتاسیسات موجود در روستا، بهره گیری از توان مطلعین و افراد باسواد (بالاخص نیروی جوان)، جلب اعتماد روستاییان، برگزاری دوره های منظم آموزشی برای مدیران محلی و تشکیل سازمان ها و نهادهای مردمی در روستا از مهمترین راهکارهای عملی جهت کاهش چالش های اجتماعی مدیران محلی روستاهای شهرستان شفت می باشد.

the role of local managers in driving sustainable development in rural settlementsis irrefutable. in the context of sustainable development, local managers possessthe potential to promote social well-being and economic prosperity in rural areas,while also mitigating known issues plaguing these regions. this research aims toidentify the social challenges confronted by local managers, comprising villageleaders and islamic councils, within the villages of shaft city during the pursuitof sustainable rural development. this study adopts an applied approach in termsof its objective and a descriptive-analytical methodology in terms of its nature andresearch execution. the requisite data has been gathered from documentarysources and field studies. the statistical population for this research encompasseslocal managers from 94 inhabited villages in shaft city, who completedquestionnaires utilizing the census method. data analysis was performed throughstatistical methods, employing the factor analysis technique. the results highlightthe most prominent social challenges faced by local administrators in the villagesof shaft city, which include security, education, participation, migration, trust,social deficiencies, and investment. the investment challenge, with a factor loadof 0.848, exerts the most substantial influence on the sustainable developmentprocess. to address these challenges, practical solutions are recommended,including stimulating participation and collaboration among villagers inmaintaining and operating existing facilities within the village. additionally,leveraging the expertise of knowledgeable and literate individuals, especially theyouth, gaining the trust of villagers, conducting regular training courses for localmanagers, and establishing grassroots organizations and institutions in the villageare deemed crucial steps in reducing the social challenges confronted by localmanagers in the villages of shaft county
