تحلیل اثر اندازه بهینه دولت بر اشتغال بخش کشاورزی در اقتصاد ایران

تعیین میزان رشد بهینه مخارج و اندازه دولت و اثر آن برمتغیرهای کلان اقتصادی یکی از موضوعات مهم در حوزه اقتصاد بخش عمومی می باشد . افزایش مخارج دولت برمتغیر های اقتصادی تاثیر گذار بوده و می تواند منجر به افزایش تولید و اشتغال گرددد.هدف این نحقیق بررسی عوامل موثر بر اندازه بهینه دولت در اقتصاد ایران و اثر ان براشتغال بخش کشاورزی می باشد. در این تحقیق ابتدا با استفاده از روش کنترل بهینه پویا نرخ رشد بهینه برای اندازه دولت براورد گردید. در ادامه اثر اندازه بهینه دولت بر اشتغال بخش کشاورزی با روشardl و استفاده از نرم افزار eviews مورد بررسی قرار گرفت. نتایج حاصل از براورد معادله نشان می دهد در وضعیت موجود روند مخارج دولت ، متغیر اندازه دولت هم درکوتاه مدت و هم در بلند مدت اثر منفی و معنادار براشتغال بخش کشاورزی داشته است . اما اثر اندازه دولت در حالت بهینه ، اثر مثبت بر اشتغال بخش کشاورزی می باشد .به عبارتی حرکت به سمت اندازه بهینه دولت دراقتصاد ایران اثر گذاری بیشتری بر اشتغال بخش کشاورزی خواهد داشت . بنا براین باید دراعمال سیاست مالی موضوع بهبنگی در سیاستگذاری مورد توجه قرار گیرد.

investigating the effect of the optimal government size on employment in the agricultural sector in iran’s economy

determining the optimal increase of expenditures and the size of the government and its influence on macroeconomic variables is one of the important issues in public sector economics. the increase in overnment expenditures affects economic variables and can increase production and employment. the purpose ofthis research is to investigate the factors influencing the optimal size of the government in iran’s economy and its effect on the employment in the agriculturalsector. therefore, the optimal growth rate for overnment size was estimated, using the dynamic optimal control method. then, the effect of the optimal size ofthe government on the employment in the agricultural sector was investigated using ardl technique and eviews software. the results of the estimation of theequation show that in the current trend of government expenditures, government size has had a significant negative effect on the employment in the agriculturalsector, both in the short term and in the long term. but optimal government size has had a positive effect on the employment in the agricultural sector. therefore,in the implementation of financial policy, the issue of optimality in policy making plays an important role.
